HomeMy WebLinkAboutMinutes - CC - 03/14/2019 Cohasset Conservation Commission Minutes of 3/14/19 Meeting APPROVED MINUTES COHASSET CONSERVATION COMMISSION MEETING THURSDAY, MARCH 14, 2019 @ 7 P.M. 91 SOHIER STREET, WILLCOTT COMMONS, CHART ROOM IN ATTENDANCE: Justin Pimpare, Chair Jack Creighton, Vice Chair(arrived at 7:20 pm) Eric Eisenhauer, Member Chris MacFarlane, Member Patrick Kennedy, Member Alex Koines, Member James Rosebach,Associate Member Maryanne Wetherald,Associate Member Jeff Summers, Conservation Agent Angela Geso, Conservation Administrator ABSENT: Edward Graham, Member 7:05 PM: SWP 19-06—231 Jerusalem Rd—Home Construction -She and Investments LLC In attendance to represent agenda item: Greg Morse/Morse Engineering; Robert Shepard/Applicant; Abutters Kathy Sherbrooke, Susan Playfair, Daniel McCarron, Tom Killilea Documents presented to support agenda item: Stormwater Application; Site Plans The applicant wants to raze an existing home and construct a new single family dwelling on a different footprint. Runoff from the backyard will drain through a Swale down the driveway to a grass depression on the front yard.A total of 9 trees will be removed,there will be 13 new plantings for mitigation and all other area will be restored as lawn. Chair Pimpare questioned if the front depression is enough or should there be a drywell to capture runoff. Greg Morse said that diverting water along the depression will produce the same function as a drywell because the volume will be the same. The elevation for the proposed home will be increased and there will be fill to improve the flow rate and lessen impact to the neighbors. Greg Morse felt that additional trees and a swale system will create more absorption and reduce runoff. The abutters are concerned with current tree removal on the property. Chair Pimpare issued a verbal'cease and desist on further tree removal until the hearing is concluded and also requested that Morse Engineering provide specific data for fill amount, replications and ways to capture and divert runoff that aren't totally reliant on nature. . CONTINUED TO APRIL 14, 2019 7:36 PM: NOI 14-15—569 Jerusalem Rd—Request for Certificate of Compliance--Ford In attendance to represent agenda Item: Chris Ford/Applicant; Greg Morse/Morse Engineering Documents presented to support agenda item: Revised Planting Plans The Commission felt the original planting plan had too much activity in the buffer zone and asked the applicant's engineer for an amended planting plan. Chair Pimpare felt comfortable with the revised plan and felt the plantings were done without intrusion into the 100-ft. buffer zone.The Certificate of Compliance was signed and released to the applicant. 7:50 PSI: NOI 19-03 -130 Gammons Rd—Verrochi—Rasldential_Domk lcon't from 2/28/19i Member MacFarlane was not at the 2/28/19 meeting but listened to the tape and signed an affidavit In attendance to represent agenda item: John Cavanaro/Cavanaro Consulting Documents presented to support agenda item: NOI Application and Site Plan The applicant wants to install a dock on property abutting Little Harbor. The dock as proposed will be above the mean high and constructed in three pieces, including an 8'x 8' aluminum platform which will be Cohasset Conservation Commission Minutes of 3/14/19 Meeting bolted to ledge during the season.All pieces can be removed for storage. Member Eisenhauer expressed concern with the biological life of the area being adversely affected. John Cavanaro said that the Division of Marine Fisheries requires a 2-ft. separate between the pond and the float and the proposed float will meet that requirement even at extreme low tides. MOTION: By Vice Chair Creighton to close the public hearing and issue an Order of Conditions with the condition that the applicant submit a narrative to address Section 341D of application requirements within 14 days for proposed work at 130 Gammons Road.
