MINUTES FOR APPROVAL: Member Kennedy motioned to accept the minutes of 10/18/18, 2nd by Member Koines, approved 5-0 Member Kennedy motioned to accept the minutes of 1110/19, 2nd by Member Koines, approved 3-0 {2 members not in attendance for meeting} 7:05: RDA 19-01 —45 Hemlock Way, Du - Retaining Wall In attendance to represent agenda item: Amy Martin/Martin Landscaping; Michael Duffy/applicant Documents presented to support agenda item: RDA application; Site Plan The applicant wants to create and stabilize a level playing area for their children in a steeply sloped area of ledge by installing a retaining wall and fencing. The wall would consist of poured concrete with a 30" deep footing.A drainage pipe on crushed stone will run behind the retaining wall to divert runoff from the wetland area. There will be work within the 50 to 100 foot buffer zone to add fill to the area. The applicant will plant some trees along the site to provide a natural barrier to Route 3A. MOTION: By Member Kennedy to close the public hearing and issue a Negative 2 and 3 determination for work within the 100-foot buffer zone with special conditions including the plan be updated to include the erosion control barrier and additional weep holes in the retaining wall for 45 Hemlock Way. SECOND: Member Koines VOTE: 5-0 Unanimous 7:20 PM: NOI 19-01 SWP 19-01: 215 Sohier Street—Collea —New Construction In attendance to represent agenda item: Greg MorselMorse Engineering; Paul Colleary/applicant Documents submitted to support agenda item: NOI and SWP Applications; Site Plans The applicant is proposing to build a new single family home. No work is planned within the 50-ft. bufffer zone but there is minimal work within the 100-ft. Buffer and no work is proposed within 70 feet of the wetlands area. There will be a pervious crushed stone driveway with an infiltration system to capture runoff. Jeff Summers said there are 8 trees that are dead or dying and could be removed. MOTION: By Member Kennedy to close the public hearing ,and issue an Order of Conditions for proposed construction at 215 Sohier St. SECOND: Member Koines Cohasset Conservation Commission Minutes January 24, 2019 Meeting VOTE: 5-0 Unanimous MOTION: By Member Kennedy to close the public hearing and issue a Stormwater Permit for proposed construction at 215 Sohier Street. SECOND: Member Koines VOTE: 5-0 Unanimous 7:40 PM: NOI 18-22 55& 137 Beach Street—Daniello continued from 1110119 In attendance to represent agenda item: Greg Morse/Morse Engineering; Carla Getto/Abutter; Sue Daniello/Applicant Documents presented to support agenda item: Mitigation Plan; NO[Application; Site Plan Mr. Daniello did unpermitted work near an isolated wetlands on both his and Ms. Getto's property at 137 Beach Street. The area in question has an isolated wetland that falls under the Cohasset Wetlands guidelines but not the state guidelines. Ms. Getto would like the area restored to its original state. MOTION: By Member Kennedy to close the public hearing and issue an Order of Conditions for the proposed work at 55& 137 Beach Street. SECOND: Member Elsenhauer VOTE: 5-0 Unanimous MOTION: By Member MacFarlane to issue an Enforcement Order to 55 Beach Street only with the stipulation that all work to restore the area be completed by June 1, 2019. SECOND: Member Eisenhauer VOTE: 5-0 Unanimous 7.55 PM: SWP 19-02 Lot 7 Little Harbor Road —New Construction—Shepard Investments In attendance to represent agenda item: Greg Morse/Morse Engineering; Robert Shepard/Owner; Thomas Killilea and Leland Jenkins/residents Documents presented to support agenda item: Stormwater Permit Application, Site Plan The applicant wants to construct a new single family home in the center of a lot that exists now as a grass lawn. Greg Morse proposed to remove 5 trees and plant 5 new trees in replication. The trees along the driveway would remain. Minimal fill will be brought to the site to steepen a slight incline. Chris MacFarlane feels the minimal increase is not enough of a swale and could lead to increased runoff to the street. Greg Morse agreed to add spot grades to indicate contours on the pitched driveway and also to create a deeper depression. Thomas Killilea of Little Harbor Road said the road slopes down and in heavy rains he has to keep runoff and flooding from impacting his home. Chair Pimpare asked Greg Morse if they could expand the depressions across the front and add plantings and also if the infiltration systems proposed for the front of the property could be moved. Greg Morse said the rear has ledge croppings and the side is going to have fill so the infiltration system would not be on bedrock, He can revise the plan to mitigate as much stormwater be captured on site. There is also going to be trenches and a rain garden to capture water before it gets to the street. Mr. Killilea asked if the house could be repositioned to front on Jerusalem Road but Robert Shepard said it is two separate lots and the house has been sited as far back on the property as logistically possible to mitigate runoff. CONTINUED TO FEBRUARY 21 8:20 PM: NOI 18-23 827 CJC Highway—Scituate Collision/Ross (Continued from 1/10119) In attendance to represent agenda item: Greg Morse/Morse Engineering; Rob Ross/applicant Documents presented: Revised Plans Greg Morse presented the revised plans showing buffer mitigation plantings, linking the current drain into a drywell to capture more roof runoff and adding an infiltration system as requested at the prior public hearing. MOTION: By Member Kennedy to close the public hearing and issue an Order of Conditions for proposed work at 857 CJC Highway. SECOND: Member Eisenhauer Cohasset Conservation Commission Minutes January 24, 2019 Meeting VOTE: 5-0 Unanimous MOTION: By Member Kennedy to issue a variance for proposed work within the 50-ft. buffer zone at 857 CJC Highway. SECOND: Member Eisenhauer VOTE: 5-0 Unanimous 48-Hour Rule: Jeff Summers said that there will be a new NOI filing for restoring the sea wall at the Atlantica on 44 Border Street. Michael Clark did the design work and plans for the previous NOI and has been retained by new applicants to recreate the wall to its previous condition. Chair Pimpare said he would consider this a repair project as opposed to new construction because we had already approved this project. With no further business to discuss, motion to adjourn was made by Member Kennedy, 2nd by Member MacFarlane, and voted 5-0.
