Meeting called to order at 7:05 pm.
7:05: NOI 18-16 SWP 18-27 Lot 2, 132 Atlantic Avenue—New Construction-Fernando
In attendance to represent agenda item: Jeff HassetVMorse Engineering
Documents submitted to support agenda item: NOI Application, SWP Application, SWP Revision
The appl"station wants to build a new single family dwelling.There will be work within the 504 buffer zone to
regrade for a rain garden.Jeff Summers has concerns with the high ground water table because he noticed wet
areas and standing water during a site visit on 10118/18.Jeff Hassett explained how gravity flow will direct runoff
to the front and/or back infiltration chambers. Member Kennedy expressed concern with the amount of fill being
brought in but Jeff Hassett doesn't see it having any impact because the drain patterns are not being altered.

7:25 PM: RDA 18-06—Aaron River Dam Maintenance—Town of Cohasset
In attendance to represent agenda item: Brian Joyce/DPW Director; David Kowett, Lauren Gluck, Pare

Documents submitted to support agenda item. RDAApplication and Site Plans
In 2017 the MA Department of Conservation&Recreation did a required inspection on the site and found many
deficiencies.The spillway needs repairs to the concrete;debris is clogging at the fish ladder; leakage,erosion
and animal burrows need to be cleared and corrected.All precautions to maintain site integrity will be taken.
Vegetation will be removed by hand cutting.
MOTION: By Member Kennedy to close the public hearing and issue a Negative 3 and Negative 6
determination for proposed maintenance work at the Aaron River Dam with the condition
that the staging area be kept out of the buffer zone to a resource area.

7:40 PM: NOI 18-17 99 Howard Gleason Rd,Cohasset Yacht Club-Gangway
In attendance to represent agenda item: Patrick ResendeslFoth CLE Engineering
This project is to replace an existing gangway that was found to be unsatisfactory for the use of the Yacht Club.
The new gangway is designed to cut down on movement and swaying and is considered a safer option. There
was a previous Order of Conditions for this project issued by the Commission but it expired in March so a new
application was resubmitted.
MOTION: By Member Kennedy to close the public hearing and issue an Order of Conditions for
proposed construction at the Cohasset Yacht Club,99 Howard Gleason Road.
SECOND: Member Koines
VOTE. 5-0 Unanimous
MOTION: By Member Kennedy to issue a variance for work within the 50-foot buffer zone for
proposed construction at the Cohasset Yacht Club,99 Howard Gleason Road.

7:55 PM: 55 Beach Street—Daniello -Discussion -
Two previous Enforcement Orders have been issued for unpermitted work within a protected area.It was the will
of the commission to request that the owner file an ATF NOI by close of business on Tuesday, Nov 21, 2018.

Commission members discussed issuing fines because the owner did not comply with previous Enforcement
Orders that were issued.
MOTION: By Member Koines to issue an Enforcement Order,and issue subsequent monetary fines
if the Enforcement Order is not followed by close of business on Tuesday,Nov 21,2018.
SECOND: Member Eisenhauer
VOTE: 6-0 Unanimous
8:05 PM: 121 Nichols Road—Show Cause Hearin —Discharge from Pool
In attendance to re resent agenda.item: David and Heather MarshaWOwners; Mr. and Mrs. Paulsen/Abutters
Owner David Marshak said his pool was being closed on October 5 and water was pumped out to stormwater
drain but some of the water escaped into wetlands areas.The owners were told not to let this happen again.The
Paulsens were concerned that the stormwater controls were not completed during construction of the new home
and that the downspouts should be tied into a grass depression at the rear of the property and into a swale along
the edge of the property.The owner reached an agreement with the builder and the work will be completed by
Christmas.

Member Kennedy left the meeting at 8:50 PM.
48-Hour Rule:
There was discussion concerning the possibility of regulating chlorinated pool water discharge. This topic will be
revisited at a later date.
With no further business to discuss,motion to adjourn was made by Member Koines,2nd by Member
MacFarlane and approved 4-0 by members present.
