Chairman Tim Davis called the meeting to order at 6:32 p.m.
Motion by Tim Davis to approve the minutes of July 26, 2017 as submitted,seconded by George
McGoldrick and the vote was unanimous.
Chairman Davis gave an overview of the Committee's goals. He introduced Jack Keniley as tonight's
facilitator.
Mr. Keniley explained the Town Manager and Board of Selectmen has charged the Harbor Committee to
work with a consultant(to be hired in late fall) on the Harbor Master Plan. Mr. Keniley stated he is here
as a facilitator tonight and explained why they are doing the issue analysis, how the process works and
what they will do with the results.
Mr. Keniley had everyone to break into groups of five and decide what the goal for the harbor is by the
year 2025. He asked that each group come up with the goal in a question form.
Each group shared their question and after some discussion the general consensus of the group agreed
on the following situational question; What can be done to make Cohasset Harbor the best possible
resource for the Town of Cohasset?
Each group was then asked to discuss what complications or constraints can prevent this goal. After
some discussion the groups shared the following constraints;
➢ Lack of vision for the harbor's future among the harbor stakeholders.
➢ Lack of documentation on the "current conditions."
➢ Town has limited financial resources to invest in the harbor, can't get State/Federal money
without a harbor study.
➢ Aging out of commercial fishing fleet due to poor access and lack of support services
➢ Limited physical access to harbor
➢ Limited physical space to provide services to users
➢ Border& boundary issues
➢ What Cohasset's jurisdiction is over environmental issues
➢ Environmental/pollution issues
➢ Politics of developing
➢ Policies for managing the harbor
➢ State/Fed regulations
➢ Integration of Harbor Plan/Master Plan
Each group was asked to discuss issues that should be researched. After some discussion the groups
shared the following issues;
➢ Harbor Access, Shoreline development, Land use issues
➢ Commercial fishing fleet
➢ Environmental
➢ Infrastructure, parking, mooring slips
➢ Commercial opportunities
➢ Recreational opportunities
➢ Harbor management
➢ Borders with Scituate
➢ Downtown integration
➢ Financing/funding
Mr. Keniley advised the group he would put together a document and distribute to the Committee to
review come up with a hypothesis/answer the question that was agreed on.
Motion by Chairman Davis to adjourn, seconded by Matt Marr and the vote was unanimous.
The meeting adjourned at 8:28 p.m.
