HomeMy WebLinkAboutMinutes - CC - 10/04/2018 Conservation Commission Minutes of October 4,20]8 � COHASSET CONSERVATION COMMISSION MEETING THURSDAY, OCTOBER 4, 2018 at 7*00 PM WILLCOTT COMMONS, 91 SOHIER ST, CHART ROOM Committee Members Present: Conservation Agent Justin Pimpare, Chair Jeff Summers Jack Creighton, Member Recording Secretary: Eric Eisenhauer, Member Amy Davis Alex Koines, Member Patrick Kennedy, Member Committee Members Absent: Chris MacFarlane, Member Eric Eisenhauer, Member James Rosebach,Associate Member Edward Graham, Member Maryanne Wetherald,Associate Member 7:00 PM: Meetinq Called To order 7:02PM: Approve meeting minutes from July 12,2018&Auctust 23,2018 MOTION: Member Koines SECOND: Member Kennedy VOTE: 5-0 7:04 PM Approve meeting minutes from August 9 2018 MOTION: Member Koines SECOND: Member Kennedy VOTE: 3-0-2(MacFarlane and Pimpare abstained:not present at meeting) 7:05 PM: Show Cause Hearing: 640 Chief Justice Cushing Highway-Trulia In attendance to represent agenda item: Lidia Truglia, Property Owner Agent Summers received a complaint about debris being dumped at 640 Chief Justice Cushing Highway. Mr. Pimpare and Mr. Summers visited the property at different times and found that grass clippings and logs were on the side of the road next to a wetland.Mr.Summers mentioned to Ms.Truglia to keep everything away from the wetland edge and there won't be any further issues. Ms.Truglia agrees to clean up the area and will not dump any more debris near the wetland. 7.11 PM: Certificates of Compliance Requestto be Signed by Committee Members: The order of conditions for an addition at 19 Hobart Lane have expired and no work was ever started. It will be considered an invalid order of conditions. Mr. Pimpare stated the order of conditions are null and void. 7:15 PM: SWP 18-25-100 Nichols Road -Shechtman -New Construction In attendance to represent agenda item: Jeff Hassett, Mores Engineering; Marcia Comeau,abutter. Documents presented to su ort a enda item:Stormwater Application Owner Gary Shechtman, is proposing to demolish an existing barn, pull up part of the asphalt driveway, and construct a new single family home.Marcia Comeau, 120 Nichols Road,mentioned that there is already water flow issues in the area and has concerns with additional water coming onto her property. Mr. Hassett explained there will be no water diverted onto Nichols Road.The runoff from the roof is going into an underground infiltration system with 24 chambers.The driveway will be at a pitch and any runoff will go into a stone trench.. MOTION; By Member Kennedy to close the public hearing and issue Stormwater Permit 18-25 for proposed work at 100 Nichols Road,Lot E. SECOND: Member Koines VOTE: 5-0 7:30 PM: After-the-Fact NOI 18-15-726 Jerusalem Road—Wong In attendance to represent agenda item: Jeff Hassett/Morse Engineering;Chung WonglOwner; Brad HoimeslEnvironmental Consulting Documents presented to support thea enda item: NOI Application and Site flans Conservation Commission Minutes of October 4,2018 The owners were issued an enforcement order for removing vegetation within a wetlands area without obtaining the proper permitting and were asked to file an ATF NOI for the work already done.They also want to put on a front addition within the 100-ft. buffer zone. Brad Holmes has put together a planting plan for the area to be restored with all work to commence in the spring of 2019. MOTION: By Member Kennedy to close the public hearing for ATF NO[18-15 and issue an order of conditions for proposed work at 726 Jerusalem Road with the condition that all work be completed by November 15,2019. SECOND: Member Koines VOTE: 5-0 MOTION: Member Kennedy moves to issue a variance for work proposed within the 100-ft buffer zone at 726 Jerusalem Road. SECOND: Alex Koines VOTE: 5-0 7:45 PM Certificate of Compliance Re uests to be signed by Commission Members: • 55 Gammons Road: Anew home project from 2013 that has been completed for several years • 401 Jerusalem Road 2 : The first is for the original construction of a new home project from 2015.The second is for an After-the-Fact NO[for landscaping. • 417 Jerusalem Road:The house has been completed.The property owners have three full planting seasons to complete the landscaping. 7:55 PM 55 Beach Street—Daniello—Discussion cancelled: no one to represent the owner 7:55 PM: 2 Smith Place— With no further business to discuss,motion to adjourn was made at 8 pm by Member Kennedy,2id by Member Koines and approved 5-0 Unanimous.
