Documents submitted to support agenda item: Revised Plans
The revised plan as presented by Jeff Hassett shows all work within the 50-ft. buffer zone has been eliminated,
the impervious surface has been reduced,and the number of units has gone from 20 to 18.Runoff will flow into
James Brook culvert and roof runoff will be directed to an underground filtration system. Driveway runoff will be
contained with curbing and directed to manholes and James Brook.There will be catch basins around the entire
parking lot. Landscaping work has been pulled outside of the 50-ft.buffer zone leaving one-third of property in a
natural state.Vice Chair Creighton wants it verified and on record that there will be no adverse impact between
the 50-ft. and 100-ft. buffer zone and that the difference in elevations at the site and at the drainage area be
resolved.Abutter Wendy Mazur is concerned with flooding in her yard especially if the filtration system fails but
Jeff Hassett said that the owner will be required to follow an Operations&Maintenance plan to detect andlor
avoid any issues. Chair Pimpare suggested a 3rd Party Review for the Stormwater Permit application that was
not included in the previous review for the Notice of Intent.
MOTION: By Vice Chair Creighton to arrange for a Yl Party Review of the Stormwater application.

VOTE: 5-0 Unanimous
MOTION By Vice Chair Creighton to request that the 30 party consultant revisit the delineation of
the resource areas and floodplain from the previous peer review for the Notice of Intent
as part of the Stormwater review.

VOTE: 5-0 Unanimous
Vice Chair Creighton had to leave the meeting at 8:40 pm. Meeting continued with a quorum of 4 remaining.

The applicant wants to construct a new single family home.There will be some ledge removal for the foundation.
The roof runoff will be directed to two underground infiltration systems and driveway runoff will be directed to
trenches.The applicant would like to keep as many trees as possible.There will be tree removal in the area of
the house footprint and the driveway turnaround but additional trees will be added along the driveway.
MOTION: By Member Kennedy to close the public hearing and issue Stormwater Permit 18-23 for
work proposed at 37 Stevens Place.

The owner would like to install a new gravel driveway on a residential site that now has a shared driveway.The
driveway will be directed around a bank of trees to avoid excessive ledge and tree removal.There will be some
shrub and vegetation removal from areas that are overgrown or non-productive.
MOTION: By Member Kennedy to close the public hearing and issue Stormwater Permit 18-22 for
work proposed at 438 Jerusalem Road.

Documentation provided to support agenda item: Best Management Practices for Deck Cleaning
At the July 12, 2018 hearing the Commission asked for revisions to address Best Management Practices,
define 'pilings'and decking', and to submit the revisions no later than Thursday,August 2, 2018. The
revisions were not received in time to review for August 9 so the public hearing was moved to August 23.
Mike Clark submitting a revision detailing best management practices for cleaning a deck within a resource
area. He also specified the type of building materials and lumber that would be most appropriate. Discussion
regarding the feasibility of the project concerned limits due to location but the wall does have to be stabilized.
MOTION: By Member Kennedy to close the public hearing for Notice of Intent 18-12 and issue an
Order of Conditions for work proposed at 44 Border Streetwith the following special
conditions:the Order of Conditions will expire on 12113119;the applicant will be required
to pay for a site monitor as needed during the construction period`,the owner will follow
Best Management Practices as presented when cleaning the deck area

MOTION: By Member Kennedy to close the public hearing for Notice of Intent 18-12 and issue a
variance for work being done within the 50-ft.buffer zone at 44 Border Street.
