Chairman Tim Davis called the meeting to order at 6:33 p.m.
Approval of Minutes — Motion by Lisa Hewitt to approve minutes of September 19, 2018,
October 17, 2018, January 24, 2019, April 3, 2019, June 18, 2019 and August 7, 2019,
seconded by Matt Marr vote was unanimous (6-0).
Update on the Parker Avenue Ramp— Chairman Davis and Harbormaster Lorren Gibbons met
with Foth Engineering on the renovation. A Preliminary plan was available for review which
showed the ramp staying the same width and usage for all tides. This requires two things:
1. An easement from Paul Trendowicz
2. Permit to coordinate dredging of the creek
The dredging would be done at the end of season next fall.
On another note Lori, Lisa and Tim have been working on the memorandum of understanding for
governance between Cohasset and Scituate. At this meeting Scituate mentioned the area

between the break wall and glades, about 32 acres is to be used for agriculture. They are in the
process of getting approval. The members of the Harbor Committee are concerned about how it
will affect recreational boating and commercial fishing.
Update on Harbor Plan — Lauren Lind said she has been working with Emily of Harriman on
getting the final draft. Lauren mentioned any questions or comments should be submitted to her
by 9/18/2019. Lauren and Emily will be at the Board of Selectmen meeting on September 24,
2019. Chairman Davis asked Lauren to put the final draft up on the website for everyone to look
over. Chapter 91 details are still being worked on which is important that it reflects local zoning.
CZM and DEP have met with the Town Planner and Harriman to provide feedback on the
preliminary Chapter 91 modifications section; provided a brief description of Chapter 91
regulations/public trust and how a Municipal Harbor Plan can be used to modify Chapter 91
regulations priorities; the degree of specificity required in the substitutions, amplifications,
and offsets required in a Municipal Harbor Plan; and discussed the state review process one the
MHP is formally submitted.
East Coast Metal Works—They were unable to come. This is for an engineered lift and conveyor
system together. There are questions about maintaining and being able to move it out of harm's
way.
Governance Sub-Committee — The committee has been meeting for about six month and still
looking into the following:
-Best practices for waterways and harbor
- Harbor security in the cove area
-Lighting and security cameras
Making ramps safe as well as lighting was discussed. Scott Folmer of Umass Lowell was present
and looking into ways to prevent injury of the Commercial fisherman. Selectmen Kevin McCarthy
stated the fall warrant has money for improvements to docks.
