Meeting called to order at 7:05 PM.

7:05 PM:Show Cause Discussion:726 Jerusalem Road
In attendance to represent agenda item: Chung Wong and Abbe Dong/owners_
This discussion concerns unpermitted removal of trees and vegetation in proximity to a bordering vegetated
wetland.The owner said the trees were dead or damaged over the winter and his intent was to restore the area
withh new plantings.Chair Pimpare said going forward they should consult an engineer before doing any work.
The owner was told to file an ATF NOI for the work done and to submit a planting plan for the restoration. Chair
Pimpare wants to issue an enforcement order and file an After-the-Fact Notice of Intent with a mitigation plan
and a time frame for restoration.
MOTION: By Vice Chair Creighton to issue an Enforcement order for 726 Jerusalem road; have the
owner file an After the Fact Notice of Intent by August 23,2018 to be heard at the
September 6 meeting;and to incur fines of$300 for every day after 8123 that the
application is not filed.

Documents Presented to support agenda item: StormwaterApplication;
This application is for construction of a single family home on a previously developed lot.The septic system and
well were already positioned when the location of the home was being sited.There is a large ledge outcropping
in the middle of the lot that will remain.The home will be sited adjacent to the ledge in a currently wooded area
away from the wetlands.The driveway is impervious,the garage is on a slab, ledge removal will be limited, 80%
of wooded area will be preserved,and a restoration plan is in place.JS said the resource area is grassy
wetlands that are found all over the golf course which abuts the property.Thomas Miner presented a robust
planting plan creating privacy between abutting properties.There will be 25 trees removed to accommodate
construction.JS asked if a silt sock would be more efficient than a silt fence and JCAV agreed
MOTION: By Vice Chair Creighton to close the public hearing and issue Stormwater Permit 18-19
for proposed construction at 240 Cedar Street with the following conditions:a revised plan
to reflect the size and height of plantings and to show a silt sock rather than silt fence.

The applicant wants to install a timber pier and use the existing granite rocks and additional stone to create
a sloped revetment area under the pier.A small"darn" (dry dock)will be put in to facilitate construction.As

material is excavated it will be trucked out to avoid stockpiling and there will be some hauling for backfilling
along the wall.A new coastal bank will be created.The wharf will remain as is,the paved surface is
minimize and the decking will not be pressure-treated lumber but a marine grade product. Chair Pimpare is
concerned with oil or grease spillage from the deck going into the water but Mike Clark said spillage should
be minimal as there is no cooking or prep work done on the deck, only food and drinks being served.The
Commission asked for best management practices to be in place for cleaning and maintenance and that no
bleach, chlorine or toxic materials be used.

8:05 PM: SWP 18-20—Lot 413 Tad Lane—New Construction
In attendance to represent agenda item :Jeff Hassett/Morse Engineering; Michael McWilliams/
applicant; abutters Mike Barry, Karen Ahern, Elaine Breslow
Agent Summers said the site is completely overgrown making it difficult to walk the site and visualize the
scope and location of work being proposed. Morse Engineering has agreed to stake the limits of work and
placement of the new home. Jeff Hassett is proposing a 45'-50'wide access path with a 10'-12'paved
driveway, loam and seeding along the driveway and stone trenches to capture runoff. The Commission
feels there is not enough information at this point to make any determinations.
HEARING CONTINUE TO AUGUST 9, 2018 REVISIONS TO ORIGINAL APPLICATION DUE BY AUGUST 2, 2018
With no further business to discuss a motion to adjourn was made by Member Kennedy,seconded by
Member Koines and approved 5-0.
