Approval of Minutes: 3/1118—Motion to accept by Member Kennedy, 211 by Member Koines, 5-0 7,05: 44 Joy Place—Permit Extension Re uest In attendance to represent agenda item: Attorney Adam Brodsky The applicant is looking for a 1-year extension on the Order of Conditions issued on 5/4/11 and due to expire on 514/18. No changes or alterations have been made at the site since 2015.Agent Summers stated this project goes back seven years and the Town regulations allow for up to three 1-year extensions. He is also concerned about proposed new work within the 504 buffer zone. Member Kennedy asked for additional information and to have the house staked out on the lot. MOTION: By Vice Chair Creighton to deny the request to extend the existing Order of Conditions for 44 Bow Street. SECOND: Member Elsenhauer VOTE: 3-2 (Members Koines and Kennedy in minority) 7:30 PM: NOI 18-09 and SWP 18-16 Lot F—Rust Way—Stevens In attendance to represent agenda item: Attorney Richard Henderson; Greg Morse/Morse Engineering; Michael Stevens/Owner. Documents presented to support acienda item: NOI and SWP Applications; Site Plans;Abutter's Letter; Wetland Impact Statement Greg Morse stated that an ANRAD and ORAD was issued in 2015 confirming wetland delineation. The site is composed of two lots. The applicant wants to make it one lost with a deed restriction that the other lot won't be developed. The only way to access Lot F is by putting a driveway within the 50-ft. buffer zone and would require a variance. According to Attorney Henderson, variances allow discretion for work in the 50-ft. buffer zone if performance standards are met. Greg Morse said going through the wetlands are replicating elsewhere on the property with no direct impact on the wetland area. Sedimentation and erosion issues will be stabilized by placement of the driveway which will also facilitate drainage and help purify runoff. Approximately 880 cubic yards of fill is needed in the 50-ft. buffer zone to build up the driveway area. Several Commissioners expressed concern regarding the impact to the nearby wetland area from the construction activities, specifically the driveway. Chair Pimpare asked to have the wetlands flagged, stake out the driveway and mark trees to be removed. A site visit is scheduled for May 4. 7:50 PM: 126-128 Forest Avenue NOI 18-08 and SWP 18-15 In attendance to represent agenda item: John Cavanaro/Cavanaro Consultants Documents submitted to support agenda item: NOI and SWP Applications; Site Plans Cohasset Conservation Commission April 26,2018 The applicant want to build a new single-family dwelling on what is currently two undeveloped lots. An ANRAD has been issued for wetlands delineation. There will be a pervious driveway and also infiltration basins to capture runoff.While most of the work is in the 50-ft. to 100-ft. buffer zone, Mr. Cavanaro does not anticipate any adverse effect to resource areas.Agent Summers would prefer a silt sock be installed rather than a silt fence. MOTION: By Vice Chair Creighton to close the public hearing for NOI 18-08 and issue the Order of Conditions for 126-128 Forest Avenue with the condition that a silt sock rather than a silt fence be installed. SECOND: Member Kennedy VOTE: 5-0 MOTION: By Vice Chair Creighton to close the public hearing and issue Stormwater Permit 18-15 for proposed work at 126-128 Forest Avenue. SECOND: Member Kennedy VOTE: 5-0 8:15 PM: NOI 18-07 -52 Summer Street In attendance to represent agenda item: John Cavanaro/Cavanaro Consultants Documents presented to support a enda item: NOI Application and Site Plans The current house has a basement and is not flood compliant. The proposed new dwelling will not have a basement, will be raised 4 feet and will be flood compliant. Mitigation plantings will be added 211 to compensate for additional construction within the 50-ft. buffer zone. Member Kennedy feels making the house flood-compliant is a huge benefit to the site. MOTION: By Member Kennedy to close the public hearing for NOI 18-07 and issue the Order of Conditions for proposed work at 52 Summer Street. SECOND: Member Koines VOTE: 3-2 (Chair Pimpare and Vice Chair Creighton in minority) MOTION: By Member Kennedy to close the public hearing for NOI 18-07 and issue a variance for work within the 50-foot buffer zone for proposed work at 52 Summer Street.
