Chairman Tim Davis called the meeting to order at 6:32 p.m.
AoProval of Minutes
Motion to approve minutes of January 24, 2019 by Matt Marr and seconded by Tom
Norton. Vote was unanimous (9-0).
Chairman Davis thanked everyone for coming and stated that the final phase of the plan will go
to the Selectmen for approval winding up in the Attorney General Office. This plan is a tool to go
find funding and will take a lot of people to help in the process, which is a 5-10 year investment
with a cost of 50 million to 100 million dollars.
Update from Harriman on Harbor Study — Emily Keys-Innis gave a reviewed of the second
draft. Ms. Innis stated plan is on the harbor website for review and May 1 st is deadline for final
comments.

The Harbor plan is divided into four components:
Harbor Governance -defines who is responsible for the harbor and how they will work
together. Recommendations include Government Island Advisory Committee, review and
modify Harbor Committee charge, Waterways Enterprise fund, Joint Harbor Management with
Cohasset and Scituate.
Watersheet - includes commercial fishing, recreational boating, moorings, dredging and other
elements. Recommendations include mooring study, pile supported pier, dredging study, parker
Ave. boat ramp, separating commercial fishing and recreational boating.
Edges -this is seawalls, docks, piers that join or separate water and land.
Recommendations include breakwater studies, seawall evaluation and repairs, health of soft
infrastructure and to educate residents of the harbor health.
Land — Current use supports Commercial Fisherman, recreational boaters and restaurants.
Recommendations include Government Island study, need for parking, signage and to
establish a gateways.
Some concerns came from the fisherman and how soon their needs would be done. Chairman
Davis suggested they make a list of what is needed, the cost and meet with the Harbormaster.
Another concern was how the recommendation were picked. Ms. Innis said the information was
gathered from research, interviews, public workshops, committees and an initial comment
period. These were tied to the planning goals developed by the Harbor Committee. Chairman
Davis reiterated again this is a plan and final comments must be received by May 1, 2019.
Update on the Atlantica/Cohasset Harbor Inn- George McGoldrick-present.
Mr. McGoldrick stated that he and his partners Ted Lubitz and Catered Affairs formed The
Cohasset Hospitality Partners. They took control on Jan 28t" of the Red Lion, Atlantica, Harbor
Inn and the Old Salt House. Atlantica is undergoing renovations- new roof, paint and new AC.
Opening scheduled sometime in May. The Salt House is delayed waiting on permits and
probably in late fall work will start. Harbor inn is open as well as the Cove restaurant. Town
meeting vote on the Zoning amendment will depend on plans going forward. The partners are
still looking to keep the idea of what Harbinger had envisioned.
