Chair Pimpare requested a Moment of Silence be observed for Patrice Vogelman,former member and chair of the Conservation Commission. Minutes for Approval:2115118 and 311118—Chair Pimpare wants more time to review.Continued to 3129/18. 7:05 PM: RDA 18-01,85 Doane Street—MacCarthy—DecklPorch Addition In attendance to represent agenda item:No one in attendance Documents presented to support agenda item:RDAApplication and related plans With no one in attendance to represent the item,Chair Pimpare motioned to make a decision on the RDA application based on what was presented at the meeting of February 1,2018. It was determined by the Commission that the plans as presented were not adequate. MOTION: By Member MacFarlane to issue a Positive 3 Determination on RDA 18-01 and require the applicants to submit a Notice of Intent for proposed work at 85 Doane Street. SECOND: Vice Chair Creighton VOTE: 5-0 Unanimous 7_20 PM:SWP 18-07,_24 Atlantic Avenue—First Day Realty Trust/Baker—Pool and Guest House In attendance to represent agenda item:Jeff HassettlMorse Engineering;Jeff Baker Applicant Documents presented to support agenda item:Revised SWPApplication and Summary;Abutter letter Stormwater precautions will be in place throughout construction.Twenty-four trees will be removed.Ledge removal will be minimal and done by chipping rather than blasting.Stone trenches will be installed to capture runoff and also to also divert runoff from an abutting property.There will be a landscaped area consisting of smaller shrubs to further absorb runoff.Chair Pimpare requested the plans be revised to indicate elevations on the pool house and asked that a viable landscaping plan also be submitted.CONTINUED TO MARCH 29 7:40 PM:SWP 18-10 308-310 King Street Davis—Access Road In attendance to represent agenda item:Paul Davis/Owner:Jeff HassettlMorse Engineering;Sharon Sylvia/Abutter Documents presented to support agenda item: SWP Application;Common Driveway Plan The applicant wants to install a common driveway to service four existing contiguous lots.The Commission requested that the leaching field and septic system be included in the stormwater permit.The applicant will provide a revised SWP application. CONTINUED TO MARCH 29 8:00 PM:RDA 18-02,24 Rust Way—Gangemi -Reconfigure Existing Garage In attendance to represent agenda item:.John CavanarolCavanaro Consulting;Mike Stevenslabutter Documents presented to support agenda item; The applicant wants to raze the attached garage,extend living space in the existing home,and construct a detached garage. There is an existing paved driveway.A minimal area of the proposed work is within 100 feet of a resource area.Chair Pimpare felt the scope of the project called for a Notice of Intent and called for a vote. MOTION: By Member Eisenhauer to close the public hearing and issue a Negative 3 Determination on RDA 18-02 for proposed work at 24 Rust Way. SECOND: By Member Koines VOTE: 3-0-2(Creighton and Pimpare abstain) Cohassel Conservation Commission March 15,2018 8:15 PM:Show Cause:119 Border Street—Wimberly -Wall Construction Vice Chair Creighton recused himself An existing wall within the buffer zone to the Gulf River was being extended without proper permitting.Agent Summers visited the site,told the contractors to stop any further work and sent a Cease and Desist letter to the owner requesting his attendance at the March 15,2018 meeting.The owner was not aware he needed to file for a permit and wants to correct the situation.He was extending the wall to limit access to the river by young children in his family.Chair Pimpare suggested a row of bushes be installed rather than a permanent structure MOTION: By Member Eisenhauer to issue an enforcement order for dismantling the existing waft and that all mortar,concrete and other bonding be removed by July 1,2018. SECOND: Member Koines VOTE: 4-0(1 recusal) 8:25 PM:Show Cause:55 Beach Street—Danielle—Wetlands Disturbance Mr.Daniello disturbed wetlands on both his and his neighbor's property while doing work on his property.The Commission wants the land to be restored to its original state.There is currently an enforcement order on the property. Chair Pimpare feels that with two separate lots and two owners involved,any restoration project would require separate filings. MOTION; By Member Koines to revise the existing enforcement order for 55 Beach Street Koines and require the owner of 55 Beach Street to submit a Notice of Intent to address outstanding violations to Conservation staff no later than 5 pm on Tuesday,April 17,2018. SECOND: Member MacFarlane VOTE: 5-0 Unanimous DISCUSSION: The Commission wants to establish guidelines regarding long-term maintenance of all tapes and recordings of meetings that would supercede those established by the state.Currently tapes and recordings can be discarded once the minutes for each meeting are approved. MOTION: By Vice Chair Creighton to establish a policy that all tapes and recordings from Conservation Commission minutes be maintained for 20 years. SECOND: Member Koines VOTE: 5.0 Unanimous Staff currently saves the recordings on the Conservation K-drive site in specific folders for each meeting along with posting them on One Drive.The Commission would like all Conservation Commissions files to be securely backed up as well. MOTION: By Vice Chair Creighton to establish a policy that all files,tapes,recordings and materials related to Conservation Commission business be backed up and stored in a secure site. SECOND: Member Eisenhauer VOTE: 5-0 Unanimous With no further business to discuss a motion to adjourn was made by Member Eisenhauer,seconded by Member Koines and approved 5-0.
