COHASSET CONSERVATION COMMISSION MEETING
THURSDAY, FEBRUARY 15, 2018

Meeting called to order at 7:05PM.
Minutes for Approval: In the absence of Chair Pimpare, approval of minutes was moved to 311118 meeting.
7:05 PM: NO] 18-01 SWP 18-01 811 Jerusalem Road/Hellenic Church -Addition
In attendance to represent agenda item: John Cavanaro/Cavanaro Consulting; Attorney Richard Henderson;
Clark Brewer/Architect-
Documents presented to support agenda item:Aerial Photographs;
Attorney Henderson brought up the prior approval regarding the ACEC on the property. A building permit was
issued for a foundation in 2006 but no work was started. John Cavanaro revised the plan to add vegetation and
create more pervious surface.An impervious area to the west of the building will now be pervious as well.
Drywalls in back will capture roof runoff. Mr. Cavanaro feels the reductions bring a good balance and alleviate an
adverse draining problem. Vice Chair Creighton addressed legal issues from Atty. Henderson's letter and stated
the original approvals of 2003 have lapsed and the Commission is not bound by them.Also, Straits Pond would
be impacted with any work within 50 and100 ft. buffer zones. Mr. Cavanaro said the added pervious surface
should reduce street water mixing with pollutants to Straits Pond and that runoff will be captured, directed and
reduced. The intent is to connect with existing catch basins.
MOTION: By Member Kennedy to close the public hearing and issue an Order of Conditions for the
proposed work at 811 Jerusalem Road with the following conditions: that the additional
footprint area within the 50-ft. buffer zone to the rear of the building to a resource area be
removed; that no additional building construction within the 50-ft. buffer zone be allowed;
and that this approval does not apply to work allowed under the Stormwater Permit

MOTION: By Member Kennedy to close the public hearing and issue a variance for limited work
proposed within the 50' buffer zone to the resource area at 811 Jerusalem Road.

proposed work at 811 Jerusalem Road.

7:25 8:45 NO1 18-06 SWP 18-08 90 Doane Street—Sheerin -Raze and Reconstruction Dwellin
In attendance to represent agenda item: Greg Morse/Morse Engineering;
Documents presented to support agenda item: N01 and SWP applications; Tree Removal
Greg Morse explained that twelve leaching chamber dry wells will be installed at the rear of the property to
mitigate stormwater impacts. The proposed dwelling will be outside the 100 ft. buffer zone. The applicant is
looking to remove 6 trees and plant 6 for replication. The only work within the 50-ft buffer zone would be trash
and debris removal- Jeff Summers stated the primary need for the Notice of Intent is for riverfront work.
MOTION: By Member Kennedy to close the public hearing and issue an Order of Conditions for
NOI 18-06 for proposed work at 90 Doane Street with the condition that 6 trees from the
approved list be included on the plan at the applicant's discretion.

proposed work at 90 Doane Street .

7:45 9:00 SWP 18-09 72-76 Elm Street New Construction in Existing Develo ment
In attendance to represent agenda item: John Ford/Horsley Witten Group; Jean Harmann Architect/Carr,
Lynch and Sandell; Kathy Nothnagle/Cohasset Housing Authority
Documents presented to support agenda item: Storrmwater Permit Application
The design shows a stormwater management plan with mitigation and capability to accommodate larger storm
events. The new construction borders a parking lot. Runoff will be filtered to a bio-swale on the side of the
property. In addition to one existing tree, five new trees will be added.
MOTION: By Member Kennedy to close the public hearing and issue Stormwater Permit 18-09 for
proposed new construction at 72-76 Elm Street.
SECOND: Member Koines
VOTE: 5-0 Unanimous
CONSERVATION AGENT UPDATE:
Regarding the proposed development and the NOI denial for 83 Spring Street/David Won the denial was not
signed by the Commission within the 21-day requirement so the decision could be over-turned by the court. The
Commission will be informed once a decision is rendered.
With no further business, motion to adjourn made by Member Kennedy, 2nd by Member MacFarlane and
approved 5-0.
Meeting adjourned at 8:30 pm.
