HomeMy WebLinkAboutMinutes - HC - 10/17/2018 P, C Cohasset Harbor Committee Meeting Cohasset Sailing Club 19 Lighthouse Lane Cohasset, MA October 17, 2018 6:30pm Members Present: Tim Davis, Chairman Lorren Gibbons Elizabeth Baker Susan Bryant - arrived at 6:45pm George McGoldrick— not present Abigail Alves- Matt Marr— not present Tom Norton- Lisa Hewitt Dick— not present Sean Kenealy - not present Chairman Tim Davis called the meeting to order at 6:35 p.m. Chairman Davis mentioned earlier in the day that the Harbor Committee host a Chapter 91walking tour of the harbor. Representatives of the Office of Coastal Zone Management and the Executive Office of energy and Environmental Affairs were present. Approval of Minutes—Motion by Tim Davis to approve minutes of September 18, 2018, seconded by Elizabeth Baker and the vote was unanimous. Update from Harriman on Harbor Stud x—Emily Keys-Innis. Ms. Innis gave a brief review of the project update and a handout was given. -Stakeholder interview completed. -Chapter 91 and Implications and determining the following -Water dependent Use Zone -Facilities of Public Accommodation -Open space requirements The only three areas covered by the Waterfront Business Zone are Cohasset Harbor Inn, Atlantica Restaurant and Mill River Marine Boatyard. 1 Review of Chapter 91 Issues Ms. Innis said that there are two processes -Local the development -State the notice to proceed The notice to proceed request was submitted to the Director of the Office of Coastal Zone management. The notice was published in the Environmental monitor, Cohasset Mariner and put on the Harbor Committee website, Copies of the planning program as required by 301 CMR were distributed to all agencies. Comments period is 30 days after the publication of notice in the Environmental monitor. Ms. Innis suggested an open house the week after the comment period. Update on the Atlantica/Cohasset Harbor Inn Development and other Harbor developments—Mr. Ted Lubitz stated that himself along with George McGoldrick and the Catered Affair have an investment in running the Atlantica. The group is looking into continuing the vision that Harbinger Group started. They are still at the early stages and it will take some time. The group has made a significate investment and open for question. Chairmen Davis suggested to Mr. Lubitz about meeting with Conservation in regards to the Salt House. Parker Ave. boat ramp and other harbor issues- Has had five responses and the RFPs will be reviewed within the next week. Infrastructure of the breakwater might rise in urgency. There seems to be movement in seeking governance over Bassing Beach area and the Breakwall from Scituate. Meeting adjourned at 7:30 2
