Meeting called to order at 7:05 pm.

Documents presented to support agenda Item: RDA Application and Site Plan
The applicant wants to extend a 3-season porch with 7 piers to be dug. The work is within the 50' buffer
zone which was not clearly delineated on the plans. The Commission would like to see a more detailed
plan. If the porch is roofed then it would require an NOl due to impervious surface and runoff. Heidi Condon
said if the project was a deck and not a room they could use 4 piers but the Commission does not want to
make a decision until the 50' buffer zone is delineated.

This is a request for new construction on previously undeveloped land. There is no work proposed in the
50' buffer zone.A swale will be created to mimic normal draining patterns. Dry wells and other measures
will be taken to accommodate runoff. There are 6 trees to be removed but additional plantings will
compensate at a 2/1 replacement ratio with recommended native plantings. Putting the downspouts to the
side of the house eliminates the need for additional fill in the rear.
MOTION: By Member Kennedy to close the public hearing for NOI 18-02 and issue an Order of
Conditions for proposed construction at 341 South Main Street.

The existing lot has been subdivided into 3 buildable lots. Resource areas have been delineated.
Lot 2: The house is 65'from the closest BVW and the septic system is outside the buffer zone.A series of
dry wells built into driveway embankments and a crushed stone trench to the front will accept runoff. There
are erosion controls around the site and the only work within the 50' buffer zone will be regrading of the
lawn.All roof runoff will be captured and sent to the dry well system. Jeff Summers stated there is an
intermittent stream within the BVW that should be indicated on the plan.

Conditions for proposed construction at 640 CJC Highway, Lot#2.

Lot 3: There are roof dry wells and leaching chambers on the side of the house and a crushed stone
infiltration trench picking up runoff from the driveway. Brush and overgrowth are being removed.A tree line
will be cut back to the 50' buffer zone but there is no work within the 50' buffer zone. There are 5 plantings
proposed along the frontage. 2 large trees on the left side of the house wilt be removed to allow for a swale.

The applicant proposes to build a 23-unit condo building on a previously undeveloped lot within wetlands
buffer zones. The coverage of impervious surface is close to 50% of the total lot and in some areas is
replacing previously pervious surface.Any overflow runoff could not be presumed to be clean and could

have an adverse effect on James Brook and the harbor. Through the Chair, the Commission requested
revised calculations. There was discussion as to whether the culvert could be an intermittent stream or
stormwater channel and also about current capacity vs. design capacity for culvert. Abutters expressed
serious concerns over additional flooding in their neighborhood and will provide photos and videos of
pooling in their yards during rain events. It was recommended prior to any work that Greg Morse, Jeff
Summers and Town Engineer Brian Joyce should coordinate their efforts. There is concern that overflow
parking from the condos could limit access to the rest of Smith Place by emergency vehicles.
The Commission felt the wetlands delineation is critical to this project and a 31d party consultant is
necessary before any work on the site is done. Staff will check the availability of Certified Soil and Wetlands
Scientist Arthur Allen of Eco Tech to do the peer review.
MOTION: By Vice Chair Creighton to engage a 3rd party consultant to establish wetlands
delineation on property located at 2 Smith Place.
