HomeMy WebLinkAboutMinutes - CC - 10/19/2017 Conservation Commission October 19,2017 Meeting Minutes APPROVED MINUTES COHASSET CONSERVATION MEETING THURSDAY, OCTOBER 19, 2017 IN ATTENDANCE: Justin Pimpare, Chair Edward Graham, Member Patrick Kennedy, Member Alex Koines, Member Jeff Summers, Conservation Agent Angela Geso, Conservation Administrator ABSENT: Jack Creighton, Vice Chair Eric Eisenhauer, Secretary/Treasurer Chris MacFarlane, Member Meeting called to order at 7:05 pm. 7:05 PM: NOI 17-10: Amended Order of Conditions: 70 Black Horse Lane—JAK LLC In attendance to represent agenda item: Jack Livingstonelapplicant; John Zimmer/SEC Engineering; Adam Brodsky/Attorney for Applicant; Matthew Watney/Attorney for Gulf River Association; George McGoldrick, Ted Lubitz, Greg Anderson (Border St) and various other members of the public Documents presented to supl2ort agenda item: Letter from Gulf River Association 10/19/17; Buffer Zone Enhancement Plan 10/16117;Amended Order of Conditions 10/6/17; Letter from Mass Division of Fisheries and Wildlife 10/19/17. The applicant is asking the Commission to allow landscape work on the meadow within the 50' buffer zone due to years of neglect. Vista pruning, mowing and cutting would be done by hand and regular maintenance would be performed. A large number of trees in the 4"—5" caliper size are proposed to be removed from within the 50' buffer zone. Chair Pimpare would like to see a variance request because of the scope of the project but the applicant's representatives feel the work as proposed doesn't require one. Representatives for the abutters feel the NOI doesn't adequately detail what species will be cut or will remain and there is not enough information for the Commission to make an informed decision. The Commission asked for the applicant to provide specific details regarding tree removal and restoration. CONTINUED TO NOVEMBER 2 7:25 PM: ANRADINOI 17-17: 126-128 Forest Avenue—Pom eo continued from 10/5/17 The applicant has requested the Public Hearing be continued to the next CC meeting as his engineer has not had ample time to review the report from the independent consultant. CONTINUED TO NOVEMBER 2 7:45 PM: Amended SWP 17-07: 92 Howe Road - continued from 10/6 In attendance to represent agenda item: Brian Baldwin/applicant;Abutters Peter and Deidre Hobson; Elaine and Cliff Breslow; Tom Bell; Michael Barry Documents presented to support agenda item: 3 Letters from Abutters 10/31/17; Revised Stormwater Plan from Morse Engineering 10/18/17. The owner's engineer, Jeff Hassett of Morse Engineering, was unexpectedly unable to attend the meeting. Mr Baldwin asked to continue the hearing. CONTINUED TO NOVEMBER 2 8:15 PM: Discussion: Land Alteration Article, Citizens for Cohasset's Future In attendance to represent agenda item: Maryanne Wetherald and Tom Callahan This article is different from 2016 because it addresses only new construction on previously undeveloped Conservation Commission October 19,2017 Meeting Minutes land. This group is looking for the Commission to support this article before the Board of Selectmen. Even without our support, the article is vetted and could be advanced by the Selectmen. Chair Pimpare feels the article should at least go on the town warrant so residents could be made aware of it but Mr. Callahan wants to see an elected or appointed entity backing the article to give it more weight. MOTION: Made by Member Koines for the Conservation Commission to support the Land Alteration Article By-law proposal as presented by the Citizens for Cohasset's Future.
