Minutes for Approval: July 27, 2017: Motion to Accept by Vice Chair Creighton, Second: Ed Graham,Approved: 7-0 Unanimous 7:05 PM: ANRADINOI 17-17: 126-128 Forest Avenue- Pom eo In attendance to represent agenda item: John Zimmer/South River Environmental; Roger Pompeo/Applicant Documents presented to support agenda item: ANRAD Application; Site Plan These are two contiguous lots that are currently undeveloped. The Commission is concerned with a bump-out that was shown on prior plans from 2013, 2016 and 2017 but not shown on these submitted plans. Vice Chair Creighton wants to get an independent consultant to determine wetlands delineation. MOTION: By Vice Chair Creighton to hire an independent wetlands scientist to determine the delineation of the small area that differs from 2013, 2016 and 2017 plans for property located at 126-128 Forest Avenue. SECOND: Member Koines VOTE: 7-0 Unanimous—Motion Passes CONTINUED TO OCTOBER 19 7:25 PM:AMENDED SWP 17-07— Lot 37, 92 Howe Road—Driveway Relocation -Tad Howe LLC In attendance to represent agenda item: Jeff Hassett/Morse Engineering; Brian Baldwin/Owner; Tad Howe LLC/applicants; Deidre Hobson, Tom Bell, Elaine Breslow, Kevin Heine, Diane Mascart-McKeon/Abutters Documents presented to support agenda item: Revised Stormwater Plans and Documents;Amended SWP: Howe Road Abutters' Letter; Site Photos The applicants want to move the driveway entrance from Tad Lane to now come off Howe Road. Chair Pimpare is concerned with the existing tree line being significantly reduced on the revised plan. Jeff Hassett highlighted the two areas to be cleared: one can be restored with mature trees, the other area of ledge outcrop has 2 trees that will be removed for the utilities and 3 large trees that are unhealthy and would be removed. Chair Pimpare feels that clear-cutting the entire frontage would have a negative impact on Howe Road. Brian Baldwin does not intend to clear-cut the property and offered to do restoration on other areas to compensate for proposed tree removal. Chair Pimpare feels this project as presented meets only one of six criteria in the Stormwater Management Rules and Regulations but Jeff Hassett countered that all the criteria has been met. Several abutters expressed concerns with the project. Brian Baldwin requested a continuance to address the concerns expressed by the Commission and the abutters. CONTINUED TO OCTOBER 19 Cohasset Conservation Commission October 5,2017 Minutes 7:55— NOI 17-14 and SWP 17-19 (Category 1 —389 Beechwood St—Gallagher—Garage Construction (continued from 9127117) In attendance to represent agenda item: Richard and Jennifer Gallagherlowners; John CavanarolCavanaro Engineering _Documents presented to support agenda item: Notice of Intent Application; Stormwater Permit Application (Administrative); Proposed Plant List; Site Plan Revision Member Koines recused himself from this hearing At the previous meeting (9/27/17) the owners were requested to address two areas of concern: consider converting a portion of the proposed driveway to impervious service and provide a revised planting plan. The revised site plan shows the driveway turnaround is impervious and the planting plan details various species from the Commission's approved planting list.Astone retaining wall will be moved pending Zoning Board approval and on-site fill will be used where needed to bring the area up to grade. Chair Pimpare asked why the garage can't be positioned on the other side of the house to take it out of the 50 ft. buffer zone but John Cavanaro said that the proposed work within the buffer zone will actually improve the potential performance of the resource area and provide an enhanced buffer zone. By extending the existing gravel driveway it creates additional pervious surface, provides suitable native plantings and eliminates invasive Norway maples. MOTION: By Vice Chair Creighton to issue a variance for work within the 50-ft buffer zone at 389 Beechwood Street with the following conditions: that work on the stone wall be done by hand and no machinery be used, and that a mix of wetland grass be planted to accommodate remediation. SECOND: By Member Graham VOTE: 6-0 Unanimous MOTION: By Vice Chair Creighton to close the public hearing and issue an Order of Conditions for proposed work at 389 Beechwood Street with the following conditions: that work on the stone wall be done by hand and no machinery be used, and that a mix of wetland grass be planted to accommodate remediation. SECOND: By Member Graham VOTE: 6-0 MOTION: By Vice Chair Creighton to issue Stormwater Permit 17-19 (Category 1)for 389 Beechwood Street. SECOND: By Member Graham VOTE: 6-0 48-HOUR ISSUES: Approval of minutes for September 21, 2017: Motion to Accept by Vice Chair Creighton, Second: Ed Graham,Approved: 5-0 Unanimous (2 abstentions) • Member Graham: Hollis Hunnewell is interested in serving on the Commission. Staff will contact him. • Chris McFarlane asked about 3 large trees at the corner lot on Jerusalem Lane and wanted to verify what the Commission had approved. Jeff Summers said the 3 trees are going to stay Show_Cause/Enforcement Update 70 Whitehead (73 Atlantic) ---The fill removal is 74% complete and they will be starting Phase 2 shortly. 589 Jerusalem Road/Shannon --The $2,400 fine hasn't been paid.A court hearing is scheduled for 10/20/17. 811-819 Jerusalem Rd/Greek Church —A foundation exists on the property but there has been no further development due to financial constraints. The church has since acquired the funding and is looking into the necessary permitting to hold functions. With no further business to discuss, motion to adjourn made by Member Kennedy, seconded by Vice-Chair Creighton and approved unanimously. Meeting adjourned at 9:20 pm.
