November 15, 2017 6:30 pm Members Present: Tim Davis,Chairman Lorri Gibbons, Harbormaster Rolf Gjesteby,Yacht Club Rep Sean Kenealy,Sailing Club Rep George McGoldrick, Citizen at Large Kimberly Mulchay, Recreation Commission Rep 6:35 PM Chairman Tim Davis called the meeting to order 6:40 PM Approved Meeting Minutes from October 4,2017 MOTION BY: Rolf Gjesteby SECOND BY: George McGoldrick VOTE: Unanimous 6:45: PM Chairman Davis reviewed the project objectives and discussed reviews,analysis and research on harbors that have gone through this process recently. Chairman Davis stated they have received eight requests to receive the RFP packet. The Committee discussed the following objectives; • Support the Cohasset Commercial Fishing Fleet: • Support public use and access of/to the harbor: • Identify and plan for appropriate improvements to landside and waterside infrastructure: • Support town and civic organizations that use the harbor: • Improve the geographical relationship between the downtown and the harbor: • Identify and improve commercial landside and waterside commercial activity: • Integrate and improve harbor governance and organizations: • Identify and address improvements to ecosystem and environmental issues: 1 • Provide recommendation for a recurring dredging plan: • Confirm the status of Cohasset Harbor as a "Harbor of Refuge",and identify the meaning and benefits of such designation: • issue of where the property line comes between Scituate and Cohasset Chairman Davis affirmed that these are the main objectives the consultants will be looking at on the RFP. George McGoldrick questioned missing opportunities on real estate that might come available around the harbor if we have to wait for the plan to come together. Chairman Davis agreed that if there is an opportunity for the town to control real estate around the harbor he would be supportive of that. Brian Joyce reminded the committee that there are strict guidelines on the RFP.Also some of the consultants had conflicts and inconsistencies the Chairman Davis would like to meet tomorrow at 10:30 with some of the committee members, Brian Joyce, and Lori Gibbons to discuss these issues. Finally the committee went over the timeline for the RFP which is listed below.
