Minutes for Approval—June 22, 2017: Motion to Approve Minutes made by Member Kennedy, Second by Member Graham, Vote 7-0 Unanimous 7:05 PM: 444 Jerusalem Road SWP 17-15—Amela ner LLC continued from 7/13/17 In attendance to represent agenda item: Jim Magner/applicant; Jeff Hassett/Morse Engineering Documents presented to support agenda item: Revised Planting Plan A revised planting plan shows 9 trees will be removed and replaced with 8 red cedar and 5 red maples trees was presented. MOTION: By Member Kennedy to approve the revised planting plan and issue SWP 17-16 for proposed work at 444 Jerusalem Road by Amelagner LLC. SECOND: Member Graham VOTE: 7-0 Motion passes 7:10 PM: 604 Jerusalem Road ATF NO[ 17-09—Brewer -Tree Removal continued from 7113117 In attendance to represent agenda item: Jeff Hassett/Morse Engineering The applicants had been requested to appear on this date but did not attend. Jeff Hassett asked for a continuation as attempts to reach the Brewers were unsuccessful. The commission requested more information on the types of trees to be used for the restoration. CONTINUED TO 8/10/17 7:20 PM: 589 Jerusalem Road —Discussion —Shannon continued from 7113117 In attendance to represent agenda item: Attorney Richard Henderson; Marian Pressley/Pressley Associates; Matthew Shannonlapplicant Documents presented to support agenda item: Revised Planting Plan This hearing concerns a proposed planting plan for the above site. In 2015 a Show-Cause hearing was held when trees had been removed from the site without authorization. At that time a planting plan from Pressley Associates was submitted and approved with an anticipated start date in September 2015 but due to construction delays and heavy equipment on site the planting was not done. Ms. Pressley created a new planting plan based on approved plantings and complied with a size of 16-18' as requested by the Commission. The commission asked for 13 large trees but Ms. Pressley felt they would crowd each other out and suggested fewer trees. Member Eisenhauer felt that if the trees are property planted and maintained it wouldn't be a problem. Ms. Pressley recommended a smaller size if they insist on 13 plantings. Member Kennedy would agree with 10 trees around the coastal bank. Ms. Pressley said 10 trees Conservation Commission July 27, 2017 Meeting Minutes 20' on center would work but Member Eisenhauer insists on 13 trees for a true replication. The Commission seemed to agree on 10 trees of 2 '/to 3" caliper staggered along the top of the coastal bank (up from 6) with 1 new and 1 existing scarlet oak on the side for a total of 12. Member MacFarlane wanted to go on record as taking exception to the size and would start only with a 4" tree. Ms. Pressley will present a revised planting plan at our next meeting. Chair Pimpare said there would be conditions on the project to ensure the work is started this fall or be subject to enforcement. CONTINUED TO 8/10117 48 HOUR ISSUES: Designee to Open Space and Recreation Committee Town Hall is looking for a rep to the Open Space and Recreation Committee. Patrick Kennedy explained that the town is in the process of updating its Open Space and Recreation Plan to comply with state law and be eligible for grants. They have hired an outside consultant and expect to have a report by late fall 2017. The committee has problems getting a quorum and is looking for designees from appropriate town committees, boards and commissions. MOTION: Chair Pimpare nominated Eric Eisenhauer as Conservation designee to Open Space and Recreation. SECOND: Vice Chair Creighton VOTE: 7-0 Motion passes Emergency Order Issued to Olde Salt House Jeff Summers issued an order to allow for emergency work and stabilize the area of concern after the wall collapsed at the Olde Salt House. Vice Chair Creighton was on site following the collapse and feels we should have the owners file an ATF NOI. MOTION: Member Kennedy made a motion to ratify the Emergency Certification form for work done at 40 Border Street(Olde Salt House). SECOND: Member Graham VOTE: 7-0 Motion passes Update from Patrick Kennedy on Cohasset Master Plan Committee The Committee is currently working on an updated Master Plan and Vision Statement for the town.An RFP has been issued to procure a consultant,to help facilitate the process. The Committee is planning outreach to residents and businesses through open forums, surveys and other tools. They anticipate a rough version of the Master Plan being available by spring 2018.
