Meeting called to order at 6:50 PM.
Reorganization ization of Commission:
Andrea Buffum,who filled out the remainder of Jim Marten's term,did not seek reappointment when the term
ended. Her vacancy was filled by Eric Eisenhauer as a full member for a 3-year term. Patrice Vogelman
resigned with one year left on her term and Chris MacFarlane was appointed as a full member to fill out her
term. Kathy Heffernan was appointed as an Associate Member.

MOTION: By Member Kennedy to approve the landscape plan for 71 Nichols Road as a
resolution of the Enforcement and Show Cause Orders with a file notation that our
Stormwater Agent review compliance with the landscape plan effective July 1,2018.

no objection to project as he has never had issues on his property_There will be mounding done within the 50'
buffer zone that will require a variance.
MOTION: By Member Kennedy to close the public hearing and issue an Order of Conditions for
NOI 17-08 with a condition that only approved native plants be used in any
restoration for property located at Lot 11,Pleasant St.

VOTE: 6-0-1 MOTION CARRIES(Creighton abstained)
MOTION: By Member Kennedy to issue a variance for limited work within the 50'buffer zone
for property located at Lot 11,Pleasant Street with the condition that work be limited
to the small area for mounding only of retention basin,that native plants be used in
any restoration project and that equipment be limited to a Bobcat.

for work proposed at Lot 11,Pleasant Street.

John Cavanaro said he will not be in attendance for the 8:40 PM Public Hearing for 70 Black Horse Lane but has
information to submit on behalf of his client:(1). More detail will be provided regarding the meadow clearing
portion of the application and(2)Bridge work in the Flood Plain may generate a zoning application.

The property is an undeveloped lot with large outcrops of ledge and woods where larger trees remain.Jeff
Summers said there is little topsoil but Jeff Hassett said the ground will be graded to allow for infiltration
chambers. Discussion involving tree removal and restoration resulted in the applicant being asked to submit a
revise planting plan at the next meeting.

This ATF NOI is the result of tree removal done at the above address without the proper permit.Jeff Hassett is
proposing to replace smaller trees with bushes that will thrive.Trees cut within the 50`and 100'buffer zones with
be replaced at a 2-to-1 ratio at a bottom flat area with deeper soil. Some of the proposed plantings are not on
commission's approved list but Mr.Hassett said the area up upland and he cannot take upland trees from the
wetlands list and feels his proposal is adequate but he will switch out trees if that is the will of the commission.

A revised planting plan was to be submitted by 6/29/17 but was not received until today(7113/17)at 3:30. Chair
Pimpare said this violates the Enforcement Order previously issued on this site.Staff records indicate that the
applicant received and signed for the certified notice of enforcement letter on 6/29117. Chair Pimpare suggested
giving a 7-day grace period due to the July 4 holiday and the date the enforcement order was received and
make the fines effective as of 715117.
MOTION: By Chair Pimpare to issue fines of$300 per day effective 715117 to 7112117 for
violation of an existing Enfoccment Order.
SECOND: Member Creighton
VOTE: 7-0
Addendum to acienda item:
Attorney Richard Henderson arrived at 9 pm and explained he was told by Conservation staff in error fhat the
hearing was scheduled for 9. He said the revision was filed by 6/29/17 and he has proof. Chair Pimpare said the
ENF went out on 6123/17 registered mail but wasn't signed for until 6129117. Member McFarlane wants to see
larger trees in the plan but Attorney Henderson said the plan shows what the applicant's landscaper feels with
thrive there.

The applicants want to replace some decking, upgrade their firepit,add paving stones,plant shrubs and trees
and add a pervious bocce court.The property abuts a saltmarsh and the house is in the 100'buffer zone and
partially within the 50'buffer zone.Jeff Summers said the upgrades involve lawn area or are within the deck
footprint. Chair Pimpare feels this should be an NOI with a variance for work within the 50'buffer zone and
Member Kennedy agreed. However, the Commission will allow the deck repairs. .

The amended SWP shows roof and foundation run-off being directed to catch basins as well as stone trenches
and other mitigation in place to reduce run-off going on to abutting property.Abutters were concerned with the
finished project not being done in accordance with the plans but Chair Pimpare said that a Certificate of
Completion would not be issued if the work does not agree with the approved plans and the Order of Conditions.
MOTION: By Member Kennedy to close the public hearing and issue SWP 17-16 for proposed
work at 84 Pleasant Street.

Jeff Hassel[is proposing vista pruning to clean up areas of the site,trail maintenance done with hand-held
equipment and that any downed trees would be removed,and to restore the bridges with wood beams.There
will be selective pruning of invasive species but no clear-cutting will be allowed on the site.A rotary mower can
be used within the 50'buffer zone for maintenance work only.George McGoldrick was concerned that clearing
the trails could lead to docks being installed but Jeff Hassett pointed out that docks are prohibited from Supper
Island.
-MOTION: By Member Kennedy to close the public hearing for 70 Black Horse Lane regarding
all components of Notice of Intent 17-10 except the meadow and issue an
Order of Conditions for vista pruning,trail maintenance limited to hand-held
equipment and bridge restoration.

9:10 PM:559 Jerusalem Rd—Discussion

Documents presented to support agenda item: Photos of wall in question; '
Awall on Mr. Ford's property has been determined by a structural engineer to be in dangerous condition and
should be taken down.Chair Pimpare is not opposed to the wall removal if it is an emergency but said Mr. Ford
will need to file a Notice of Intent if he intends to replace or rebuild the wall. Member Kennedy feels the wall
should be replaced as soon as possible to stabilize the area.
MOTION: By Vice Chair Creighton to allow emergency removal and stabilization of the wall
located at 55 Jerusalem Road.
SECOND: Member Koines
VOTE: 7-0 MOTION CARRIES
Under 48 Hour Rule:
Member Graham said there are grasses in Straits Pond invading almost the entire pond due to a recent lack of
rain. Richard Avery of the Straits Pond Association is looking into remediation methods and Member Graham will
keep the Commission up to date on this situation.
With no further business,motion to adjourn at 11:15 pm was made,seconded and passed 7-0.
