7:00 PM: 358 BEECHWOOD ST. RDA 16-16 - Minder—Septic Upgrade
In attendance to represent-agenda item: Jeff Hassett/Morse Engineering
The current system is a cesspool that was malfunctioning and needed to be replaced with a new system.
MOTION: By Member Patrick Kennedy to close the public hearing for RDA 16-16 and issue a
Negative 3 Determination for work proposed at 368 Beechwood Street.
SECOND: By Member Edward Graham
VOTE: 7-0 UNANIMOUS
7:15 PM HOWE RDITAD LANE SWP 16-27 New Construction: CONTINUED
In attendance to represent agenda item: Jeff HassettlMorse Engineering; Rolf GiestebylAbutter
This is for two new SF dwellings on a divided parcel. The Commission requested clear delineation on plans as
to what trees will remain. There will be crushed stone trenches around the property to capture runoff.
MOTION: Made by Vice Chair Pimpare to close the public hearing for Parcel 36, Howe Rd/Tad
Lane and issue SWP 16-27 with the following conditions: there will be no disturbance
of the proposed tree line and shaded green throughout exterior of property, and the
upkeep of driveway drains be included in the maintenance plan for the site

7:45 PM: 88B BEACH ST - NOI 16-23 -Norman -Raze and Rebuild

The existing footprint is maintained but a cantilevered 2nd floor is being added. JC questioned additional living
space but JH said there is an reduction of 600 sq ft in impervious area with the removal of a large driveway.
MOTION: By Vice Chair Pimpare to close the public hearing for NOI 16-23 and issue an Order or
Conditions for proposed work at 88B Beach Street with the following conditions the
cesspool be abandoned at time of occupancy; the dwelling be hooked up to sewer;
extend the silt fence to encompass the site with the exception of the access driveway;
trees not currently outlined on the ledge outcropping are to remain.

8.00 PM - 630 CJC_Highway NOI 16-24 ATF Brush Removal Doherty
In attendance to represent agenda item: Jeff HassettlMorse Engineering; Thomas Dohertylowner
The new owner did some unpermitted brush and debris removal within the buffer zone and would like to
continue the work by spreading loam and plantings in the area.
MOTION: By Member Kennedy to close the public hearing for NOI 16-24 and issue an Order of
Conditions with the following condition: 6 of each type of replacement shrubs and 2 of
each type of replacement tree be native wetland species.
SECOND: By Member Graham
VOTE: 7-0 Unanimous

work within the buffer zone..

OTHER BUSINESS:
465 Jerusalem Rd — Request for 1-year Extension/Order of Conditions
In attendance to represent discussion: Aft . Richard Henderson
The existing Order expired 912016. PV was uncomfortable approving ab extension that granted a variance for
a garage in the 50' buffer zone when the applicant already had a modern, good-sized garage on the property
in the 50'zone to a coastal bank.
MOTION: By Member Kennedy to approved a 1-year extension on the Order of Conditions to
expire 9/2017.
SECOND: By Member Graham
VOTE: 2-4 (1 abstention) Motion Denied (Kennedy and Graham in favor; Vogelman and
Creighton, Koines and Buffum in opposition; Pimpare abstained
At 9 pm Chair Vogelman left the meeting and turned over the chair to Vice Chair Pimpare
35 Jerusalem Road Drive— Request for Certificate of Completion
Owner Donald Stazsko requested a Certificate of Completion for this site but the commissioners felt there
were too many open issues concerning replication and drainage for them to render a decision. JS is going to
visit the site and see what work has been completed per plan.
TOPICS WITHIN 48 HOURS
Alan Snowdale of 48 Mill lane discussed rebuilding a shed on Bound Brook on an existing foundation.
Commissioners requested AS to file an RDA and a detailed plan with wetlands delineations.
With no further business, motion to adjourn at 9:30 was made seconded.
