HomeMy WebLinkAboutMinutes - CC - 09/22/2016 Cohasset Conservation Commission September 22,2016 Meeting APPROVED MINUTES COHASSET CONSERVATION COMMISSION DATE: Thursday, September 22, TIME: 7:00 PM PLACE: Cohasset Town Hall, Basement Meeting Room IN ATTENDANCE: Patrice Vogelman, Chair Justin Pimpare, Vice Chair(arrived at 7:45) Andrea Buffum, Secretary/Treasurer Patrick Kennedy, Member Edward Graham, Member Jack Creighton, Member Jeff Summers, Conservation Agent Chris MacFarlane,Associate Member Angela Geso,Administrative Staff ABSENT: Alex Koines, Member Eric Eisenhauer,Associate Member Meeting called to order at 7:00 pm. 7:00 PM - Howe Road and Tad Lane—SWP 16-27 New Construction -Tad Howe LLC In attendance to represent agenda item: Terry McGoverntMorse Engineering;Abutters Rolf Gjesteby, Peter and Sarah Falk They are proposing two single family dwellings on two consecutive parcels. Recharge structures, erosion control barrier and stone trenches will be installed to capture runoff. Concerns over access and staging during construction were discussed. Mr. McGovern said protective measures will be in place to divert runoff away from their properties. Vogelman wants drains at bottoms of each driveway to filtrate somewhere other than street. The Commission requested separate SWP applications for each project, that the runoff calculations be revised as needed and that a planting plan be provided. Jeff Summers spoke with the Division of Marine Fisheries and was told that this area was considered a potential habitat several years back but to date has not been designated as an official habitat. MOTION: By Member Creighton to close the public hearing and issue an Order of Conditions for NO] 16-22 for proposed work at 70 Border Street. SECOND: Member Graham VOTE: 5-0 (Member Kennedy disqualified himself because he was not present at prior hearing) MOTION: By Vice Chair Pimpare to issue a variance for work proposed within the 50°buffer zone at 70 Border Street. SECOND: Member Graham VOTE: 5-0 (Member Kennedy disqualified himself because he was not present at prior hearing) Cohasset Conservation Commission September 22,2016 Meeting 7:35 PM -8 Rustic Drive—SWP 16-26 -K&E Construction continued from 918/16 In attendance to represent agenda item: Kevin Grady/Grady Grady/Grady Consultin • Abutter Peter Lan le Documents to Support Agenda Item: Site Plan Stormwater Report, Stormwater Permit Application Applicant and abutters agreed to keep one tree that was to be removed and to add more buffering. Concerns from the abutters regarding runoff were addressed. Berms will be added to create an infiltration basin. Mr. Longley was concerned with the amount of trees to be removed and the stormwater calculations. He has reached out to the potential owners regarding the tree removal and feels they can work it out. MOTION: By Vice Chair Pimpare to close the public hearing and approve Stormwater Permit 16-26 for proposed work at 8 Rustic Drive. SECOND: Member Graham VOTE: 4-0(Member Creighton recused himself; Member Kennelly disqualified himself because he was not present at prior meeting) 7:50 PM - Show Cause Hearin - 630 CJC Highway— Doherty In attendance to represent agenda item: Thomas Doherty/owner; Maureen HurleyIAttorne Jeff Summers reports on 9114/16 he received a complaint of unauthorized work on the property. He performed a site visit on 9/15/16 and compared his findings with photos of the property from a septic repair in June 2016 verifying that additional work has been done. He issued a `Cease and Desist Order' on the property pending a hearing. Mr. Doherty explained he was removing debris and brush left by the previous owner. He plans to restore much of the area and had a landscaper scrape the area for the restoration project. He is working with Morse Engineering. Mr. Doherty was asked to file a Notice of Intent and appear before the Commission on October 22, 2016 with an NO[ application and plans showing the restoration project. Other Business: Cohasset HR Specialist Lisa Ugliaro was introduced to the Commission. The following documents were signed and issued by the Commission: Certificates of Compliance: • A-T-F NOI 14-28, 53 Bow Street 1 —McGillicudy • NOI 05-66, 21 Aaron River Rd - Flanagan • NOI from 1979, 63 Summer Street-Atty. Henderson An informal discussion about a request to extend the Order of Conditions for N01 13-19, 475 Jerusalem Road, came up under the "less than 48 hours agenda item". The Commission requested it be noticed and placed on an agenda for a future meeting. With no further business a motion was made and seconded to adjourn.
