CONSERVATION COMMISSION MEETING

Meeting called to order at 8:11 following Town Elections.JP was designated Acting Chair.
8:11 PM:88B Beach Street—Discussion
There is an existing Order of Conditions from 2007 that has expired. No work has been.The Commission
requests the owners/representative to file a new Notice of Intent.
8:15 21 Pleasant Street -NOI 16-20 SWP 16-23 (Cat 1)—Allen—Home Addition
In attendance to represent agenda item:John Cavanaro(JCV)/Engineer;Chris Allen (owner)
This application involves an addition to an existing SF dwelling on a small lot bordered at the rear by an
intermittent stream and within 50'to 100' of an inland bank.JC proposes to reduce runoff volume by adding an
infiltration system to capture roof runoff and help groundwater recharge.All work will be out of the 50' buffer
zone. There is no regrading so the elevation remains the same.JS feels the project will have no adverse impact.
MOTION: Made by Member Andrea Buff um to close the public hearing and issue an Order of
Conditions for proposed work at 21 Pleasant Street.
SECOND: Member Ed Graham
VOTE: 5-0 Unanimous
8:35 70 Border Street—NOI 16-22—McGoldrick- Pier and Dock
In attendance to represent agenda item:John Cavanaro(JCV)/Engineer;George McGoldrick(GM)/Owner
Documents presented at meeting: Letter from Marine Fisheries
The application proposes a bottom-anchored fixed pier with a seasonal floating dock.JP asked if it would be
constructed without pilings but JCV said that the DEP and Fisheries want a fixed float system.JCV feels the area
of work will not have adverse impact on shellfish as the area is not actively harvested.JP feels with the
underground topography that the commissioners cannot make an informed decision.JC has concerns regarding
a letter from Marine Fisheries.JS talked to Harbormaster Lorrie Gibbons who said there is always a potential for
dredging if sediment builds up but GM said his boats will meet the standards for length and maneuverability.
The commissioners want the Order of Conditions to be extremely comprehensive and want more time to
investigate this project.

In attendance to represent agenda item: Paul Mirabito and Greg Tansey/Ross Engineering; Stan Humphries,
Coastal Geologist/LEC; Bill Baird/LSP;Atty. Richard Nylen;Atty.Jim Lampke
Without any permits,the owner Thomas Sullivan had significant amounts of fill dumped around the existing
house to create a level property.The fill has been identified as dirty/urban fill because it contains asphalt.
Representatives for the owner suggested it was safer to keep the existing fill in place. Commission replied it
wants the urban fill removed.Applicant asked for a continuance

10:15 PM:8 Rustic Drive—K&E Construction—SWP 16-26—New Home Construction
In attendance to represent agenda item_: Kevin Grady/Grady Consulting; Linda Longley, Mr. and Mrs.John
Parker/abutters
There will be roof drains sending water to infiltration basins on two sides of the property. EG wants the
applicants to resolve the driveway width before the commission goes forward as it may alter the calculations..

OTHER BUSINESS:
Updates to the bylaws were drafted by Atty. Lampke to present at the Special Town Meeting November 28.
With no further business motion to adjourn at 10:45 pm was made,seconded and approved 5-0.
