COHASSET CONSERVATION COMMISSION

Meeting called to order at 7:07 pm.
7:07 PM: 61 Nichols Rd, RDA#15-12 Hearing is continued to 11/5/15 at applicant's request
7:08 PM: Sewer Commission and Consultants
In attendance to represent agenda item: Diane Hindley(DH, Cohasset Sewer Commission Administrator
Jeff Gregg (JG), GHD Inc.
Bryan Baldwin (BB), Board of Sewer Commissioners
Documents Submitted at this meeting: Cohasset Plan of Study, GHD, Inc.
GHD, Inc. has been contracted by the Cohasset Sewer Commission to target potential areas of concern
which are outlined on the Plan of Study including the North Cohasset/Hull connection; Aaron River
reservoir; grease traps; and waste water treatment facility discharge. Member Alex Koines specifically
mentioned problems with Aaron River and Lily Pond. BB said to date there is no data supporting
problems but will look into it.
7:45 PM: 8 James Lane, Amended Order of Conditions —continued
In attendance to represent agenda item: Project Manager Paul Sullivan of Village Development LLC
Mr. Sullivan reported that the Village Development LLC is reverting back to an Order of Conditions from
2012 issued to the Cleary Brothers, original developers of the site. Minor changes have been made to the
existing plans but were not available for review at the meeting. There is also an outstanding balance due
the Planning Board before any permits and approvals can be issued.
Hearing is continued to Thursday, October 15, 2015.
8:00 PM: 153 Sohier Street—Show Cause Hearing
In attendance to represent agenda item: Lance Ricci (LR)
LR filled an old existing foundation to prevent water from trapping. This was within 25-ft. of an Isolated
Vegetated Wetland but LR says he was given permission to do the work. PK requested that before any
further work is done it should be brought before the Conservation Commission for approval and
recommended a cease &desist be issued to the respective owners of 153 and 163 Sohier Street
preventing them for doing any further work without prior approval..
MOTION: By Member Creighton to issue a cease &desist order for properties located at 153
Sohier Street and 163 Sohier Street for work being done within 25-ft. of the Isolated Vegetated
Wetland, buffer zone or resource area at their respective properties.

8:15 PM: 353 South Main Street— RDA#15-13
In attendance to represent agenda item: Paul Mirabito of Ross Engineering
An upgrade was done to replace two existing cesspools with a new septic system that meets Title 5
requirements.
MOTION: By Member James Marten to issue a Negative 2 and Negative 3 Request for
Determination of Applicability for installation of a new septic system at 353 South Main Street.
SECOND: Member Creighton
VOTE: 7-0 MOTION CARRIES
8:30 PM: 183 Jerusalem Road— NOI #15-22 and SWP#15-33
In attendance to represent agenda item: John Cavanaro, Cavanaro Consulting; David and Pamela Maltz:
owners; John Tiryaki, architect
The owners are replacing the existing home with a new home on a larger footprint. The asphalt driveway
is being replaced with a pervious crushed stone driveway. Paul Shea reported that the only work within
the 50-ft. buffer zone involves mulching but no construction. The proposed changes to the home are
outside of the 100-ft. buffer zone. Member Jack Creighton brought up concerns about a possible increase
in run-off and its impact to a saltmarsh but John Cavanaro explained that the run-off will actually be
reduced due to updated grading, sloping and a vegetative cover and assured the Commission that there
is no negative impact to the resource area.
MOTION: By Member Alex Koines to close the public hearing on NOI #15-22 and SWP#15-33 and
to issue a variance for proposed work within the 50-ft. buffer zone at 183 Jerusalem Road.

9:15 PM: 13 Pratt Court— Show Cause Hearing
In attendance to represent agenda item: Peter and Janet Robinson, property owners
PS said there is encroachment into the wetlands including a boat parked on the property and a shed. Mr.
Robinson had a rotted tree removed and said that other dead and rotted trees have fallen on their own.
Going forward, Mr. Robinson is allowed to remove dead trees if they pose a danger but if live trees are
removed they must be replaced with two new trees. Mr. Robinson was instructed to report back only if
there are new plantings or if any tree removal will be done.
9:25 PM: Other Business
There were no minutes for approval. Concerns were brought up regarding Matt Shannon's condo
development at 589 Jerusalem Road. Paul Shea asked John Cavanaro to do a site visit to the property.
Member Ed Graham brought up concerns about run-off on Route 3A from an excavation project clearing
property adjacent to Graham Waste. Paul Shea will investigate.
With no further business, motion to adjourn was made and seconded.
