HomeMy WebLinkAboutMinutes - CC - 09/03/2015 Conservation Commission Meeting September 3, 2015 APPROVED MINUTES CONSERVATION COMMISSION Date: Thursday, September 3, 2015 Time: 7:00pm Place: Town Hall Basement Meeting Room Commissioners Present: Patrick Kennedy (PK), Chairman Patrice Vogelman (PV), Vice Chairman Justin Pimpare (JP), Secretary/Treasurer Alex Koines(AK), Member, Designee to CPC Edward Graham (EG), Member Jack Creighton (JC), Member Andrea Buffum (AB), Associate Member Commissions Consultant Present: Paul Shea (PS), Conservation Agent, Chairman Kennedy called the meeting to order at 7:00pm 7:00 PM: 105 Nichols Road. Meyers —SWP#16-27 In attendance for agenda item: Stephen Meyers(owner); John Cavanaro (consultant) The proposed project is to construct a single family dwelling, located within the sewer district, and will be serviced by a pervious crushed stone driveway. There is a BVW on the property however all the proposed work will be located outside of the 100 foot buffer zone. All other applications for the property have been properly filed. MOTION: BY MEMBER ALEX KOINES TO CLOSE THE PUBLIC HEARING AND ISSUE A STORMWATER PERMIT FOR THE PROPERTY AT 105 NICHOLS ROAD. SECONDED: BY MEMBER ED GRAHAM,VOTE UNANIMOUS. 7:15 PM: 61 Nichols Road Walat—RDA#15-12 In attendance for the agenda item: Jeff Hassett(Morse Engineering) The wetlands were delineated on the property and there are two small wetlands on the property. The proposed project will add a 22'x23' addition and a 6'x8' entrance with a hardscape walkway. The work is outside of the 50' buffer. There will be a minimal increase of impervious area; however there will be minimal impact on the property. There will be an erosion control feature that will limit the sediment and runoff going towards the wetland. PS explained that there is an underground stream and a coastal bank that is not shown on the plan (this will add a 50 and 100 foot buffer zone); this addition will push some of the work into the 50 foot buffer zone. PS said that with these changes the filing will need to be changed to a Notice of Intent(NOI). The plans wilt need to show the additional resource areas. NO VOTE: HEARING CONTINUED WITH APPLICANT APPROVAL 7:30 PM: 792 Jerusalem Road/Po ielarski— NOI#15-19 AND SWP#16-28 In attendance for the agenda item: John Cavanaro (consultant) The proposed project is to construct a new single family dwelling within the buffer zone to a Bordering Vegetated Wetland. The wetland is off the property but the buffer zone enters onto the property. The new single family dwelling is outside of the 100 foot buffer zone but part of the driveway and infiltration system will be within the 100 foot buffer zone. No work will be done within the 50 foot buffer zone. SECONDED: BY MEMBER ED GRAHAM,VOTE UNANIMOUS. 7:45 PM: 1 JAMES ISLAND WAYISTEINMETZ— CONTINUED In attendance for the agenda item: Sarah Sterns (Beals &Thomas); Mark Bartlett Member Jay Pimpare's voting eligibility was confirmed by Town Council. The Commission chose to select Mr. Bartlett, formerly of Norfolk RAM, as the Stormwater Expert for Peer Review and Professional Wetland Scientist Sarah Sterns from Beals &Thomas as the Wildlife Expert; both have submitted their reports to the Commission. MOTION: BY MEMBER PATRICE VOGELMAN TO CLOSE THE PUBLIC HEARING FOR DELIBERATION. SECOND: BY MEMBER ED GRAHAM,VOTE UNANIMOUS MOTION: BY MEMBER ED GRAHAM TO APPROVE AN ORDER OF CONDITIONS FOR THE PROPERTY AT 1 JAMES ISLAND, SECOND: BY MEMBER ALEX KOINES,VOTE 2-4, [KENNEDY, GRAHAM YES], [VOGELMAN, CREIGHTON, KOINES, PIMPARE NO], MOTION DOES NOT PASS. MOTION: BY MEMBER ED GRAHAM TO APPROVE A VARIANCE FOR 1 JAMES ISLAND WAY, SECOND: BY MEMBE ALEX KOINES, VOTE 2-4, [KENNEDY AND GRAHAM YES], [VOGELMAN, CREIGHTON, KOINES, PIMPARE NO], MOTION DOES NOT PASS.
