Plans were done by Cavanaro Consulting. Meeting is continued to July 23`d for the ATF NOi filing. 589 Jerusalem Road'—Matt,Shannon_=,fcontinued) In attendance to represent,agenda,item:Atty. Richard Henderson; Matt Shannon (owner) Erosion controls-were put into place"along the slope and bank, and some seeding along the slope took place. A planting plan was'reuiewed by'the Commission and was in general agreement with what the Commission and the landscape architect agreed upon.An additional plan regarding larger trees than the ones proposed was requested from the owner for the next meeting since the trees that were cut down were significantly larger.than what is now being proposed. This hearing is continued to August 6, 2015. Rust Way lots F&G ANRAD application. Commissioner lames Gilman Recused In attendance to represent the agenda item:Greg Morse(Morse Engineering) Morse Engineering filed an Abbreviated Notice of Resource Area Delineation (ANRAD)to confirm the resource area on the property. Brad Holmes, Profession Wetland Scientist, delineated the property and compiled a data set for the Commission to review. A majority of the wetland lies in Lot F, and all the flags are accurate. The Conservation Agent Paul Shea agreed with the flag points. Patrick Kennedy made a motion to close the public hearing and issue an order of resource area delineation(ANRAD)for the property,Seconded by Ed Graham,vote was unanimous. Conservation Commission Meeting Minutes July 9,2015 468 Chief Justice Cushin Hi hwa In attendance to represent agenda item:John Cavanaro(Cavanaro Consulting) The applicant wishes to expand the size of a garage located in proximity to an isolated wetland on the property.A flood plain encompasses the property. This project will also be going before the Zoning Board of Appeals. The plans have been revised to remove some additional pavement outside the footprint of the proposed structure as mitigation for work within the 50' buffer zone. The proposed project would reduce the impervious surface by approx. 550 sq/ft. A roof will be added to a paved pad on the property to allow for better stormwater management. Patrick Kennedy made a motion to close the public hearing and issue an'Order of Conditions for property located at 468 Chief Justice Cushing Highway.Seconded by Ed Graham,vot6 was unanimous. Patrick Kennedy made a motion to close the public hearing and issue a variance for work within the 50'buffer zone of a Bordering Vegetated Wetland for property.located at 46&Chief Justice,Cushing Highway.Seconded by Ed Graham,vote was unanimous. Norfolk Lane—Lot C-Single Family Construction:Stormwater Permit', , In attendance to represent agenda item:Greg Morse(Morse Engineering) There are issues with floodplains on the property.. After the access driveway and home is built there will be about 4,500 square feet of impervious surface. For Stormwater mitigation,the proposed project will have roof runoff directed into 24 underground leaching chambers.The drainage infiltration system is extensive and can capably handle the water. The driveway will empty into a crushed stone leaching trench that runs along the length of;the driveway":.The property,will maintain the natural hydrologic integrity; drainage will still flow in the same direction as it did.prior to construction. The slope before construction is 5:1,after grading the,property.the slope.will be more of 3:1 so a yard area could be made. Erosion controls will be-installed.a.long the'downgratlient property line. Overall rates and volumes of the 2, 10 and 100 year floods Will be reduced via the drainage and stormwater controls. The Commission would need to issue a Stormwater Permit for the project. Patrick Kennedy,made a motion to close the public hearing and issue a Stormwater Permit for the property at Lot C,Norfolk lane,Seconded by Ed Graham,vote was unanimous. 17 Black Horse Lane—Show Cause Hearin —Tree Removal A complaint.was brought to the Commission via phone call. The owner of the property stated that the caller was in error and the owner agreed to file an After-the-Fact RDA for the tree removal. 399 Atlantic Avenue—Addition— In attendance to represent agenda item:John Cavanaro(consultant);John Studebaker(architect) The proposed work to rehab much of the existing structure and add a minor addition will occur within a costal bank which is subject to coastal flooding. Because of the location on the coastal bank,the property has multiple resource areas.The engineer has accounted for these areas and will work to keep work to a minimum within these resource areas. The addition will be located outside of the floodplain and resource areas on the west side of the property and the rehab of the building will not add any additional structure in the resource areas. The addition calls for a 2-ft. bump-out on the first floor. The house sits on posts that are deteriorating and will need to be replaced with 12x12 posts as to code. Bill Ohrenberger;John Cavanaro(consultant);, Dr. Peter Rosen;Atty.Jeff Delisi;Sean Papvich;Jon Tiryaki (architect);John Steinmetz(owner) James Island has been previously analyzed for potential development; the lot was purchased in September 2014 by John Steinmetz. The Planning Board worked with the lire Department to devise a legal service road with a width of twelve feet that could be installed.The current access road varies in width from about 10 to 12 feet. With the exception of the driveway,the dwelling can be situated outside of the buffer zone.An ANRAD was filed to identify the resource areas and wetlands. The Commission wanted to take a site visit to the property; it was also requested that the driveway is staked and flagged out.The site visit will take place Tuesday,July 14 at 8:00am. Jack Creighton continued the hearing until July 23,2015 at 7:30pm with applicant approval. 80 Lantern Lane—Discussion Adam Brodsky sent a Tolling agreement to suspend the procedural legal deadlines for an appeal at 80 Lantern Lane. Chairman Creighton did not sign the tolling agreement; removed this agenda item from the July 9th meeting. 820 Chief Justice Cushing Highway—Site alterations and ledge removal Complaints have come in regarding the ledge removal behind Aubuchon Hardware at the newly built car wash. Stormwater runoff has been altered with the removal of ledge so the Commission ordered the owner, Donald Stazko,to file a Stormwater permit; however this was for a limited amount of work. Since then, over the last 6 months,the work has rapidly expanded and materials have changed so much that runoff and materials are flowing into the surrounding businesses. The Commission requested that the owner file a new stormwater permit and for the owner to contact ZBA for the work being conducted. Patrick Kennedy moved to approve the warrants,seconded and vote was unanimous. Patrick Kennedy moved to adjourn the meeting,seconded and vote was unanimous.
