HomeMy WebLinkAboutMinutes - CC - 07/23/2015 Conservation Commission Meeting July 23, 2015 APPROVED MINUTES CONSERVATION COMMISSION MEETING Date: Thursday, July 23, 2015 Time: 7:00pm Place: Town Hall - Basement Meeting Room Commissioners Present: Patrick Kennedy, Chairman Patrice Vogelman, Vice Chairman Jay Pimpare, Secretary/Treasurer Alex Koines, Designee to CPC Edward Graham Jack Creighton Andrea Buffum, Associate Marc Parsons, Associate Commissions Consultant Present: CCC/SW Agent, Paul Shea Chairman Kennedy called the meeting to order at 7*00pm Commission Reorganization The Conservation Commission reorganized positions and new (non-voting) associate members, Andrea Buffum and Marc Parsons, were introduced. Jack Creighton made a motion to nominate Patrick Kennedy as Chairman, Seconded and vote unanimous. Patrick Kennedy made a motion to nominate Patrice Vogelman as Vice Chairman, Seconded and vote unanimous Patrick Kennedy made a motion to nominate Alex Koines as Designee to the Community Preservation Commission, seconded and vote unanimous Patrick Kennedy made a motion to nominate Justin Pimpare as Secretary/Treasurer, Seconded and vote unanimous 7:1 S: 21 Bow Street— Oswald - Notice of Intent Filing —After the Fact In attendance to represent agenda item: Mr. & Mrs. Oswald; John Cavanaro (consultant) This project is partially within a coastal bank and land subject to coastal storm flooding. 4 trees damaged by storms and growing out of ledge with a shallow root system were removed. An additional tree fell on the border of 21 and 31 Bow Street. Locations were chosen to replant 6 new trees on the property. Alex Koines made a motion to close the public hearing and issue an order of conditions for the property at 21 Bow Street. Seconded by Ed Graham, vote was unanimous. Conservation Commission Meeting Minutes July 23, 2015 Alex Koines made a motion to close the public hearing and issue a variance for work done within the 50 foot buffer zone for property located at 21 bow Street. Seconded by Ed Graham, vote was unanimous. 7:35 PM: 35 Schofield Road — RDA#15-10— Septic Upgrade In attendance to represent agenda item: Steve Hassett(Morse Engineering) A new septic system to replace a failed cesspool is being installed within a buffer zone to a BVW. There is a wetland in the rear of the property; the cesspool is 90 feet from the wetland. Ground water was found 4' down around the failed cesspool as well. Per Mr. Hassett. the septic system could only fit in the rear of the lot and the leaching field will sit 71' from the wetland. Alex Koines made a motion to close the public hearing and issue a Negative 3 RDA determination,. Seconded by Ed Graham, vote was unanimous. 2 Mill Lane— RDA--Alexander In attendance_torepresent agenda item: Cynthia Alexander (owner) This application is for construction and landscaping work within the buffer zone to a Riverfront Area. The proposed project includes construction of a stone wall parallel to Beechwood Street and related planting inside of the wall. No vegetative removal would be necessary for the construction of the wail and the plantings will create a new vegetative screen; the proposed project would have zero impact. Alex Koines made a motion to close the public hearing and issue a Negative 2 and Negative 3 RDA for property located at 2 Mill Lane. Seconded by Ed Graham and vote was unanimous. 1 James Island continued form July 9 2015 — James Marten Recused In attendance to represent agenda item: Atty. Adam Brodsky; Paul McManus (wetland scientist); Lisa Eggleston (stormwater expel Chairman Patrick Kennedy reopened the public hearing. The newly-appointed Associate Members, Marc Parsons and Andrea Buffum, are unable to participate as Commissioners and will not be able to deliberate, The Commission made a site visit to the property which proved to be helpful for everyone involved. Adam Brodsky spoke on behalf of the James Island Preservation Group, joined by Paul McManus and Lisa Eagleston. Paul Shea said that the Commission may want to conduct a wildlife habitat study and the Commission agreed. Additionally they wished to see an updated stormwater calculation taking into account for a pervious driveway surface. The Commission also agreed to obtain a third party review for the stormwater report. The hearing is continued to September 3, 2015 at a time to be determined. Motion made by Justin Pimpare to delegate authority to Chair Patrick Kennedy and Vice Chair Patrice Vogelman to select a wildlife habitat specialist and stormwater review specialist.
