Vice Chairman Kennedy called the meeting to order at 7:02 pm
7:00 PM:21 Bow Street -Show Cause Hearing
In attendance to represent agenda item:Art Willy Oswald/owners;Jeff Van Meter/Top Notch Tree
The Commission received a call regarding unpermitted tree cutting within the buffer zone. Ed Graham
(EG)went to the site and ordered a cease and desists. Jeff Van Meter stated that he cut about 4 or 5
mature trees with intent to plant new trees.PS concluded they will to file an After the Fact(ATF)file for
an Order of Conditions connected with a mitigation plan. The Commission will revisit this item in a
month so the owners have time for consultations to come up with a mitigation plan.
7:15 PM:589 Jerusalem Road—Show Cause Hearing(continued)

Matt Shannon (MS)explained that anything done beyond the limit of work was to clean up storm
damage. PK remembered at a site visit that no work be carried out below that line to the edge of Straits
Pond but what he sees now is almost complete vegetation removal on the entire slope,for which MS
took full responsibility. PS met with RH and JC and decided to{dace an additional silt sock at the toe of
the slope and to place netting pending vegetation growth. JC explained that was done and currently
there is no sign of erosion.(JP) said the silt sock was broken and the owner is responsible for the
maintenance and replacement of erosion control structures and has failed to do so. GC conducted a
visual survey which showed that MS cut down 14 trees, 11 to 12 of which within the coastal bank and
recommended that planting be in the fall but the area could be seeded now to stabilize the lot.AK
stated that it will be very hard to plant because of the rocky nature of the area and proximity to the

water. P5 agreed that planting in another area could work with a 2 to 1 replication ratio. PK
recommended to accept the mitigation planting plan but follow up on this serious violation.
MOTION: By Member James Marten to authorize the planting of the seed mix pending further
consideration of a robust mitigation planting plan in a further meeting.

7:20 PM:1-3 Brook Street NOI 15-10 and SWP 15-16

This request is to raze and replace an existing building and parking area in the buffer zone with a mixed-
se structure with residential units and retail space. Cavanaro explained that the project would reduce
the runoff and that any roof runoff would be caught in depression and flow into a pipe which flows to
the brook to keep that runoff from touching the impervious surface. PS explained that the water quality
will be greatly improved from what it is now. This project should have no issues; it is already accepted
by DEP and was approved by the Planning Board.
MOTION: By Member lames Marten to close the public hearing for NOI 15-10 and issue an Order
of Conditions for property located at 1-3 Brook Street.
SECOND: By Member Ed Graham
VOTE: 4-0 Unanimous
MOTION: By Member James Marten to close the public hearing and issue Stormwater Permit 15-
16 for property located at 1-3 Brook Street.

7:40 PM:548 Jerusalem Road—SWP 15-13 continued
In attendance to represent agenda item:Muldowney/owners:Jeff Hassett[JHVMorse Engineering
The owners are looking to demo the current dwelling and build a new single family home with a garage,
pool and pool house.JH explained that the new garage, pool and pool house triggered the threshold
need for a 5WP. There is no wetlands on the property nor on the adjacent properties. Currently a
majority of the stormwater runoff goes onto the neighboring properties but with the proposed work
there would be an overall reduction of the runoff entering into the adjacent properties. There will be
four roof dry well systems which the downspouts will flow into. Additionally there will be depressions
graded in on all of the lawn areas which would capture and hold as much stormwater as possible on the
property. Two mulched raingardens will be included as well. The small driveway will be pervious and
will also reduce runoff and improve ground water recharge

for property located at 548 Jerusalem Road.

8:00 PM: 17 Mohawk Way—NOI 15-11 and SWP 15-17
In attendance to represent agenda item:Rob Schwandt/Owner;John Cavanaro/Cavanaro Consulting
17 Mohawk Way is an undeveloped lot.Work within the 50`buffer zone involves pruning and removing
dead and invasive species and then revegetating the area with a native wildflower mix. There is a
proposed infiltration trench and stone swale along the driveway which will collect and begin to treat a

large amount of runoff,additionally there will be an infiltration trench at the back of the house to catch
roof runoff and additional runoff from the surrounding area.
MOTION: By Member Alex Koines to close the public hearing for NOI 15-11 and issue an Order of
Conditions for property located at 17 Mohawk Way.

MOTION: By Member Alex Koines to close the public hearing and issue Stormwater Permit 15-17
for property located at 17 Mohawk Way.

within the 50'buffer zone for property located at 127 Mohawk Way.

8:20 PM: 11 Mohawk Way—RDA 15-08
In attendance to represent agenda item:James Constantino/Owner
The applicant would like to cut back and prune overgrown weeds and brush located within the buffer
zone. Most of the work will fall within the 100' BZ.
MOTION: By Member Alex Kolnes to close the public hearing for RDA 15-08 and issue a Negative
3 determination for work within the 100'buffer zone for property located at 127
Mohawk Way.
SECOND: By Member Ed Graham
VOTE: 4-0 Unanimous
8:40 PM: Conservation Trust-Discussion
In attendance to represent agenda item:Jeff Waal/Director Cohasset Conservation Trust
At the 2014 town meeting,it was voted that Community Preservation provide funds to purchase land off
Norman Todd Road. They need to prepare conservation restrictions to be approved by the state. The
documents are prepared and need signatures from the Commission.The area is about 27 acres.
MOTION: By Member Alex Koines in the matter of public interest to adopt a municipal
certification for an easement off of Norman Todd Road.
SECOND: By Member Ed Graham
VOTE: 4-0 Unanimous
With no further business,meeting was motioned and approved to adjourn at 4:00 PM.
