HomeMy WebLinkAboutMinutes - CC - 03/05/2015 Conservation Commission Meeting F16AL March 5, 2015 Date: Thursday, March 5, 2015 Time: 7:00 p.m. Place: Town Hall Basement Meeting Room 41 Highland Avenue Cohasset, MA Commissioners Present: Jack Creighton,Chairman Edward Graham Alex Koines James Gilman Patrice Vogelman Justin Pimpare,Associate Commissioners Absent: Patrick Kennedy James Marten Commissions Consultant Present: CCC/SW Agent, Paul Shea Chairman Creighton called the meeting to order at 7:00 p.m. 96�salem Road—RDA#15-04 Daryl Rappaport with Bartlett Trees was present. This is a vista pruning project. They are looking to lower the trees 8'to 10'and to remove some trees.Some of the trees are on abutters properties(104 and 85 Jerusalem Road). Paul Shea reminded Mr. Rappaport of DEP's policy of maintaining 90%of the tree canopy. Some of the work on the abutter's property is in the 50'buffer zone. They need more information of where exactly the trees are that are being pruned at 104 and 85 Jerusalem Road. He suggested they start with removing the dead limbs and branches first then the climbing vines. This will allow the space to open up. Mr.Shea asked for more info on the trees. They need to know how many and possibly a sketch of the trees. He also asked that the abutters be co-applicants for the proposed project. The hearing was continued until April 2,2015. 175 Lamberts Lane-Cohasset Golf Club-Amended Order of Conditions#14-24 Engineer John Benson of Beales&Thomas was present. In August they filed for an order of conditions for grading and drainage work. Based on some soil testing there is some organic material that is causing some drainage issues. They are looking to surcharge the soil. They would like to bring in large loads of earth material and let it compact for about 100 days and then remove it. They are also asking to put an outlet pipe in a new position. Paul Shea stated he doesn't have any issue with the project. Motion by Alex Koines to close the hearing and issue an amended order of conditions for the revised site plan of 2/12/15 at 175 Lamberts Lane,seconded by Edward Graham and the vote was unanimous. 80 Lantern Lane Chairman Creighton stated the hearing will be continued as requested by the applicant. 1 rnnrnm..q/S/1 S Tr Conservation Commission Meeting March 5, 2015 Show Cause Hearina—70 Whitehead Road—Thomas Sullivan Mr.Yerad{is unable to make the hearing due to personal reasons and Mr.Sullivan will not be coming to the hearing either. Mr.Shea is still unable to get the owner to appear or respond to his calls or letters. Mr.Shea will draft a letter to the owner advising to remove the truck from the resource area and the area needs to be restored to its previous condition. Chairman Creighton asked Mr.Shea to advise the state as well. TQQics not-reasonably antcip� _whQurohd _ fe CCC Meeting Chairman Creighton advised the commission he had a conversation with the Town Manager Christopher Senior about the Conservation Commission needing more access to town counsel. 385 Atlantic Avenue-NOI#15-04 and SWP#15-05 Alex Koines recused himself as a direct abutter. Carmen Hudson from Cavanaro Consulting was present on behalf of the owner, Mr. &Mrs.Gibbons. They are proposing a single family home. There will be a trench located at the property boundary to capture the runoff along the driveway through a vegetative swale and into an infiltration system. This will clean the runoff before it continues to the outlet pipe with crushed stone at the end. Paul Shea asked if they considered having a pervious driveway. Ms. Hudson stated if it was a condition with the approval they would certainly consider it. There is no alteration to the coastal bank or flood zone. James Driscoll (abutter at 391 Atlantic Avenue)submitted a letter to the commission. His main concern is the 100'coastal buffer zone that they are proposing to build in. He applied in 2010 to construct a gazebo and was advised the rule of the commission is there is a 100'setback. He asked if the commission makes exceptions to this. He also stated he has had + increased water on his property in the basement and had a French drain installed. The hearing was continued until 4/2/15 @ 8:00 p.m. The commission will do a site visit. 31 Nichols Road—NO 1#15-05 John Cavanaro was present along with Architect Jim Kelliher. The proposed project is for a garage. The front yard setback is 30 ft. Half of the proposed garage will also be in the 50' buffer zone. They will be removing a shed and kennel. The property has been neglected and this project will improve the site. Chairman Creighton discussed new construction in the 50' buffer zone. There is a concern with setting a precedent. The commission agreed to do a site visit. The hearing was continued until April 2,2015. Motion by James Gilman to adjourn,seconded by Edward Graham and the vote was unanimous.
