HomeMy WebLinkAboutMinutes - CPC - 09/18/2017 CPC Minutes September 18, 2017 Cohasset Community Preservation Committee 91 Sohier Street-Willcutt Commons Chart Room Cohasset, MA Members Present: Russ Bonetti, Chairman Margaret Charles Michael Dickey Tom Reardon Richard Karoff Diane Kennedy-arrived at 8:25 pm Alex Koines Suzanne Wadsworth Susan Sardina Chairman Bonetti called the meeting to order at 7:30 p.m. Continuation of Presentation/Discussion by Cohasset Conservation Trust, and The Trust for Public Land at the recommendation of the Board of Selectmen. Request for$300,000 to purchase a conservation restriction on James Island. Previously discussed on 9/11/17-President of CCT Debbie Shadd and member Jeff Waal were present along with Kelly Boling of The Trust for Public Land. Mr. Waal informed the Committee they are using the conservation restriction forms that they had used for the Ingram property. There was an article about their proposal in the Mariner and they put current information on their website. Mrs. Wadsworth asked about the specifics for access and parking. After the visit to the site she found the parking dreadful. She asked what the plan for parking is and if it will be specifically addressed in the easement agreement. Mr. Boling gave an overview of the property and the bargain deal they have the option of purchasing. Mr. Boling distributed an example of what they envision for the transaction structure. One of the neighbors has agreed to acquire the shared driveway and tennis court area, subject to a perpetual conservation restriction and to a right-of-way over the existing shared driveway. He confirmed that as a condition of the neighbor's agreement they only want two parking spaces, public access during daylight hours, no dogs allowed and some mechanism for nuisance (public drinking). The Committee asked to see the drafts of the actual agreement and easements before STM. Alex Koines stated the CPC is here to approve this and forward to Town Meeting for their vote and that is what they should do. Mr. Waal discussed other properties that they own and they have minimal parking spaces. Diane Kennedy arrived @ 8:25 p.m. The Committee had a lengthy discussion. The CCT will come back with the following; a detailed conservation restriction, a detailed easement agreement, parking considerations and allowing leashed dogs. The Board agreed to meet again on 10/12/17 Thursday at 7:30 @ 91 Sohier Street. Sandy Beach Association-Request for funding for improvements to the bath house at Sandy Beach- President of SBA Robin Lawrence and member Kari O'Donnell were present. They presented the Committee with plans to renovate the bath house which includes making entrance, exit and restrooms CPC Minutes September 18, 2017 handicap accessible. They will also be adding a snack bar to the facility. They have raised $225,000 and will continue to raise another$25,000. They are requesting matching funds from the CPC totaling $250,000. Motion by Diane Kennedy to recommend funding of up to$250,000 for the proposed project, seconded by Susan Sardina and the vote was unanimous. Motion by Michael Dickey to adjourn, seconded by Suzanne Wadsworth and the vote was unanimous. The meeting adjourned at 10:09 p.m.
