MINUTES
In Attendance: Elinore Barrett, Tana Carlson, Elaine Coyne, Rich Hynes,
Diane Karcher, Paul Kierce, James Mensching, Taffy Nothnagle, Jim
Carpenter, Sarah Livermore, Beth Tarpey
Not in Attendance: Sue Reagan

Paul Kierce called the meeting to order at 8:40 am.
Minutes were accepted.
Treasurer's Report:
2 reports presented - fiscal year 2018 and end of year 2017.
We purchased a shed for $4,903.00 with FY17 funds. Diana questioned where
the shed would be located and Coral explained.
FY 2018 budget we have expended 15% (2 months)
The FY 2018 budget was increases by 1.3%, mostly personnel.
Treasurer's report accepted.
Director's Rem
130 people attended Mary Edward's Birthday party. it was a great day.
End of summer picnic scheduled for 9/21.
Virtual Dementia tour is 9/20.
It was decided the Thanksgiving Dinner will be here again this year and
prepared by volunteers. The Campbells cannot prepare it this year.
The person who collates and delivers the Newsletter is retiring. We are
looking for a company to take her place.
Cabaret will be presented here on 9/30 and 10/1.
Kristina Johnson from the Collins Center of Public Management (UMass)
will be working with our staff this fall. She presented to the board the
data of membership,transportation use and programs. Some of the data
she shared: 247 new members in 2017, large amount from outside,
mostly Scituate. 1400 members in our system.
Cohasset Residents over 60 - 2044. 27% of those residents used CEA.
28% came to the center once, 34% came 2-5 times; 12% came 11-20
times and 19% came over 20 times.
They came to the center 26% of the time for fitness; 14% for nutrition;
12% outreach; 30% rec/socialization; and 13% volunteered.
There were 4294 transports in 2017 for lunch, medical and shopping
trips.
Goals: Increase the number of men that spend time here
Increase more repeat visits
Increase medical transports by electric car.
Issues: 80% of transports were for 20 of our top clients.
Liaison Reports:
School Committee - Katie Dugan - Master plan committee is hiring a
consultant for 14 months to develop plan by 2018 to be approved by
town meeting.
Business Manager position will stay open a little longer. District wide
transportation fleet - lease extended to November. Barbara Green, PhD.
and Safe Harbor are initiating a program about bullying and threatening.
Town Management- Lisa Uglialoro - More work will be done at Bound
Brook this weekend. Hiring for Director of Planning, Director of Public
Health and other administrative positions. May be restructuring.
Swim Center -- Diana Karcher- Diana is retiring after 44 years! Swim
Center had a good season, without any issues.
Affordable Housing - Paul Kierce - Working on a housing plan that helps
the Town on 40B development. If building 5 or more units, 1 is deemed
affordable or a contribution is made. The state tells you how much you
can charge for rent and to whom you can rent.
Housing Authority- Taffy Nothnagle - Governor's appointment position
on the Affordable Housing Board has expired and not filled as of this time.
4-5 major projects underway including a new group home for disabled.
We have 64 units now.
Social Service League - Helene Lieb - Cohasset Cares program will be enriched.
Advisory- Helene Lieb - Board has become more active with Board of
Selectmen.
