MINUTES
In Attendance: Elinore Barrett, Tana Carlson, Elaine Coyne, Diana
Karcher, Paul Kierce, James Mensching, Taffy Nothnagle, Sue Reagan, Jim

Paul Kierce called the meeting to order at 8:34 am.
March minutes were accepted.
Treasurer's Report:
We have spent 68% of the fiscal year 2017 budget.
Received Formula Grant in the amount of$16,880.
We received $3635 in revolving account in March, mostly from FISH
program.
Cell phone was not included in the FY18 budget since the Director now
has a Town-owned cell phone. Gas cost is less and newsletter cost has
decreased.
The Treasurer's report was accepted.
Director's Report:
The T has suggested that, as a cost-saving for its budget that they plan to
stop The Ride, and turn it over to Councils on Aging for its operation. The
town is charged $164k a year by the MBTA for services to Cohasset.
Federal government has indicated they are considering stopping the
Meals on Wheels program, since they feel it is not effective. However, a
large constituency has begun to lobby against this budget cut. The
Commonwealth has indicated their willingness to take over the cost of
the operation of this program. Only 3% of our Meals on Wheels are paid
with Federal dollars.
SHINE program run by Lynn Buckley maybe in jeopardy, as well. Stay
tuned for updates.
MArTap - Mass Rural Transportation Program provided a defensive
driving program. 48 people attended from 18 towns. Wheelchair
certification was done in the afternoon.

TED talk on Wednesday, April 12
Meeting with State Representatives as part of their set monthly office
hours at Willcutt Commons.
Volunteer Appreciation Breakfast on April 27 at gam. The Launch
Selectmen Candidates' Forum on May 81h at Cafe at 9 am.
Attended Reasoning with Unreasonable People seminar.
A special P.O.W. Chair will be placed upstairs across from the Veterans'
Office. The cost of the chair is being generously funded by the Cohasset
VFW, the platform will be made by a local volunteer and the plaque will
be made by Hassan Sign Company. A dedication will take place upon
completion of this project. More information to follow.
Liaison Reports:
School Committee - Katie Dugan - Budget approval for schools meets TM
approval.
We have a Superintendent - Louise Demas with a 3 year contract through
Fiscal 2019.
Grand Skipper Pass - all seniors (age 65) can attend sporting events free.
Need to get a photo id at the police station.
Town Management - Lisa Uglialoro - getting warrant ready for town
meeting. It is an important town meeting with many controversial items -
please attend. May 1st at 7 pm. in the high school gym.
Affordable Housing - Sue Reagan & Paul Kierce - Article to vote on zoning
laws for village at town meeting. Presently, outside the village, if 4 or
more units are built, one has to be affordable. Article will make it town
wide including the village.
Property has to be deeded by state to be affordable. Average rent is
$1900 monthly. Even moderate-income housing is lacking in our town.
Sunrise assisted living has 68 residents, 20 considered residents of
Cohasset. Sunrise has asked the town to provide transportation for those
residents.
Open Business:
Jim Carpenter - Don Roine, Pat Martin and TM will be involved in
bringing tech plan to the Capital Budget. They will be adding a
transmitter/receiver for the lobby/living room and additional cameras.
Cost is approximately $7300 to hook up to the school system. It will go
through the IT budget. Possibility of Tuesday evening Selectman meetings
to be broadcast here while town hall is being renovated.
Tana Carlson - need another board member.
Diana Karcher - looking for a retired person to do work at the pool, June
through Labor Day.
