HomeMy WebLinkAboutMinutes - EAB - 06/10/2019 COHASSET ELDER AFFAIRS BOARD OF DIRECTORS MEETING Willcutt Commons 91 Sohier Street Cohasset, Ma 02025 June 10, 2019 MINUTES In Attendance: Elinore Barrett, Tana Carlson, Jim Carpenter, Elaine Coyne, Rich Hynes, Diana Karcher, Paul Kierce, Sarah Livermore, James Mensching , Taffy Nothnagle, Sue Reagan Not in Attendance: Beth Tarpey Liaisons: Helene Lieb, Paula Linhares Also Attending: Nancy LaFauce, Diane Picot, Nettie Nuttle Paul Kierce, Chairman called the meeting to order at 8:36 am. May minutes accepted. Vote was taken for Chairman of the Board; Rich Hynes asked for nominations, Elinore, as Secretary nominated Paul Kierce, no additional people were nominated; it was voted unanimously that Paul would be the Chairman for the next year. A committee will be set up to release tax funds collected for the benefit of seniors. Elaine, Sara and Tana will represent the Board on the committee. The committee will be appointed tomorrow night at the Selectman's meeting. It was suggested that we compile a list of Cohasset town property tax exemptions available to assist our elders and publish it in the Vista. Treasurer's Report: YTD expenditures in total are in line with our budget having expended 86% of our total budget over the 11-month period. $6230 left in Formula Grant to be spent in June. Expected 2020 Grant amount is $20,256. No change in the Gift account. Have spent $7600 on new vans to make them accessible. We have added 2 stanchion polls, 2 running boards, and removed 2 seats. Paul - We are getting new electric vehicles. A new charging station will be put at the library. Treasurer's report accepted. Director's Report: Diane Picot (Assistant Director) and Nettie Nuttle (Programs Assistant) were introduced. They will be working on developing an Age and Dementia Friendly program here at Willcutt. A letter to be signed by the Chairman of the Board of Selectman was drafted, asking to join the Network of Age Friendly Communities under the guidelines of the WHO and AARP. We also would like to get our Senior Center certified on a National level. Please see the Director's Report attached. Liaison Reports: Swim Center - Diana - Swim team tryouts on Thursday. Pool open on Sunday. Magner Construction working on the pool. Will Stop on Friday and start up in September. New parking lot on top of hill for handicap. Pool is open to all with certified lifeguards. Diana has been managing the Trust that runs the pool for 40 years. Advisory - Helene - Harbor study is continuing. Question about parking at Atlantica and Old Salt. New store opened at the Red Lion. SSL - Tana - scholarship awarded to Cohasset senior. Social Worker for the town will be funded by SSL. Housing Authority - Taffy - Jill had an accident. We have an interim Director. Looking to form a management agreement with another town. We would continue to have separate boards but share management responsibilities. Affordable - Paul - meeting tomorrow at 7pm. Looking at a smaller steering committee so it will be easier for quorum. Habitat for Humanity will be building home at Old Carousel space. Veterans - Rich - We have a Friday gathering weekly in 4 different towns, Hull, Cohasset, Weymouth and Hingham. Home base organization is coming to talk to the group this Friday. Open Business: Tana/Paul - Jim Carpenter will move up to voting member. Need to clarify Rich Hynes renewal by selectman. There is a vacancy as a non voting member. Tana will advertise the position. Jim - Within 4 years Comcast will provide us with SK. Want to start videotaping events here. Jim's son-in-law Michael and Don Roine will put a program here and give an overview on editing, and production. Jim Mensching, thank you for your many years of service to our CEA Board. Respectfully submitted, Elinore Barrett, Secretary CEA BOARD MEETING JUNE 10, 2019 DIRECTOR'S REPORT Introduction of Diane Picot,new Assistant Director who has been here for just about a month. Diane is catching on quickly to her role bouncing between Outreach and program needs. She is a delight and has a nice way with our seniors. • Review the attached policy on spending from CEA Gift accounts to put into practice immediately. • Requesting approval from CEA Board to bring proposal before the Board of Selectman and Town Manager to sign in support of entering Cohasset into Age Friendly and Dementia Friendly community. • Both of the new vans have been retrofitted with stanchion poles and running boards.The second one is also going to be reconfigured so there is more room for the passengers to move around inside, creating an aisle.This will happen in August some time but we will have the van to use in the meantime. So far the riders on the van have had all great reports back on how much they love our new wheels! • We started a weekly walking group and 6 enthusiastic walkers joined in for a mile loop.We are hoping more join in byword of mouth as the month goes on. • Staff were trained from Jaime Kennedy,Attorney for the town regarding policy on service animals which was very helpful.A policy is being drafted for future visits. • We are excited to offer a free trial class of Walter Ambrose, martial artist who will teach a self-defense workshop geared for seniors. if there is enough interest we will have him back for a series of classes. • We are adding professionals who will each offer manicures and reflexology on a regular monthly basis. In May we drove 85 seniors to either medical or shopping trips totaling 356 rides.285 individuals joined us at Willcutt Commons participating in 49 events totaling over 1000 visits which included cafe,French conversation, exercise classes,music, Italian classes,and men's group among other programs! Volunteers delivered 368 meals to 17 homebound seniors in May. Cohasset Elder Affairs _ _ _ Policy& Procedures GIFT ACCOUNT USAGE Issue Date: 06/05/2019 The purpose of this policy is to set forth Cohasset Elder Affairs'statement of policy and procedures for handling charges to the"Gift Fund" account that are over$600.00. The objective is to promote the efficient and timely use of the "Gift Fund" account. This policy applies to CEA personnel and specifically the Director as she/he is responsible for the CEA budget. The CEA Director will present to the Board of Directors all and any charges over$600.00 that will be funded by the "Gift Account" prior to purchasing goods or services. Goods or services under$600.00 do not need prior authorization by the Board of Directors and therefore the authorization of the CEA Director is within scope and purchases may be determined at his/her discretion. All purchases of goods and services must benefit the seniors of the community of Cohasset and serve the mission of the Department of Elder Affairs. RIO l
