MINUTES
In Attendance: Elinore Barrett, Tana Carlson, Jim Carpenter, Elaine Coyne,
Rich Hynes, Diana Karcher, Paul Kierce, Taffy Nothnagle, Sue Reagan,
Not in Attendance: Sarah Livermore, James Mensching, Beth Tarpey

Paul Kierce, Chairman called the meeting to order at 8:39 am.
March minutes accepted
Treasurer's Report:
YTD expenditures are 70.91%, in line with our budget. Starting March,
Nancy's salary is being charged to the Director salary line item. We
expended a total of$3,806 from the formula grant. There is a net excess of
receipts vs expenditures of$5,452 in the revolving account, and available
balance of%26,233. Our total gift fund balance is $46,481.
Nancy and Elaine met with the town accountant to request he establish a
new "Cohasset Cares" gift account and consolidate two of the smaller gift
fund balances (Coblentz and a small c/o Outreach) into a the general
outreach fund balance. He appears willing, but may wait until new fiscal
year.
A budget transfer of$5600 was recorded in the Van Capital Account during
February which will be charged when the town pays 50% and 50% will be
paid out of the Formula Grant.
The Town Treasurer has determined the town did in fact accept receipt of
the voluntary donations in 2000, so we are bound by the MGL which
governs receipt and disbursement of the contributions and accordingly, the
option was put back on the RE tax bills June 2018. $465 was collected in
2018. CEA Board would like to rescind it and disburse funds, which
requires a vote at town meeting. To disburse funds, BOS sets up a
committee to oversee handling of the account and expenditure of the funds
in accordance with statutes.
Treasurer's report accepted.
Director's Report:
It is suggested that Nancy's report of the month's attendance/activities be
posted with the minutes monthly.
We are planning (with Nettie's help) the Age and Dementia friendly
Cohasset program, then will present to the BOS.
Lettering is being done to the new vans - Live, Laugh, Learn - Willcutt
Commons.
40 people attended the talk on Marijuana; 54 attended St. Patrick's Day
dinner. The community dinner is always well attended. The volunteer
breakfast is April 17th at 9 am.
Transported 69 individuals for 353 rides. Reached 324 guests totaling
1028 visits to WC and delivered 87 meals to 17 homebound seniors.
Liaison Reports:
Swim Center - Diana - Got CPC funding. Will be doing repairs in 3 phases,
approximately $400,000 to update pool. It will be ADA accessible.
Town Treasurer - Paula - talked about collaborating with Rec Dept, Safe
Harbor, Library and Elders and working together. Town will hold its own
health fair for town employees
Friends - Paul - MK and Paul have surveyed seniors at Cafe on affordable
housing.
Housing - Taffy - The interim Director is doing a good job at 60 Elm. Still
in process with new construction. ACD has been very helpful.
Affordable - Paul - meeting tomorrow at 7pm. Presenting Master plan for
housing put together by outsiders. $350,000 to 500,000 grant available.
Meeting scheduled with Boston Housing Authority. We are working on
establishing a Trust and a committee to manage it.
SSL - Tana - helped out the Carolina House with a donation. Working on
choosing the scholarship recipient for CHS Class of 2019.
Veterans - Rich - Jane McCarthy will be the speaker for Memorial Day
Celebration. A reception will be held on Sunday, the 261h of May.
There is a Veterans coffee social every Friday, hosted and shared by
Weymouth, Hull, Hingham and Cohasset. On May 10th, Gayle Clark from
the Dept. of Veterans Affairs will speak here at Willcutt
Open Business:
Tana - the terms are up on June 30. Elections are in May. The chairman
is elected every year. Jim Carpenter, Rich Hynes and Jim Mensching are
up for renewal.
Jim C - the effort to upgrade frequency here at Willcutt didn't happen. We
now are standard definition, and want to upgrade to Hi - def or 4K.
The 250th anniversary committee is filming short clips of residents in our
town telling their stories.
