HomeMy WebLinkAboutMinutes - CBC - 04/01/2019 Capital Budget Committee April 1, 2019 Minutes Approved 10/1/2019 4-0 CBC Members Present: Host, Dormitzer, Franklin, Lyons Mr. Host opened the meeting at 1900 with the above quorum present. Swim Center, Scott Theriault The swim center came before the committee to present their plans for an $800,000 improvement project anticipated to take place over a period of 3-years. They will be pursuing a few sources of funding, including CPC monies, funds raised via a capital campaign and a grant from the South Shore Playhouse. Phase 1$500,000 - 2019 Upgrades to pool house infrastructure, all windows and doors, changes to the locker rooms and check in station, as well as improvements to the plumbing and electrical systems. The Diving Base and Board will also be replaces and ADA lifts will be added to the pool deck to afford patrons easy access to pool. Finally, sprinkler features will be installed in the baby pool area. Phase 11 - $200,000 - 2020 Upgrades to pool filtration system including an automated chemical control system to regulate pH and chlorine content. Addition of an ultraviolet water treatment system to disinfect the water prior to it entering the filtration system, which reduces the amount of pool chemicals that need to be added to the water. This phase will also include repairs to the stainless steel gutter around the lap pool. Phase III - $100,000 - 2021 Introduce a natural gas pool water heating system that will extend the swim season. This system will require that a gas line be brought into the building. Additional improvements in this phase include enhancing the lobby based snack shack for food and beverages. Sidewalk Plow ($110,000), Michelle and Jason The town has an opportunity to purchase a Trackless Sidewalk Plow with attachment (sidearm mower, ribbon blower, v-plow and a sweeper) from the Town of Hull at a discounted price of $110,000. Hull purchased this unit but is unable to use it effectively on their narrow sidewalks. Discussion of other sidewalk plow alternatives ensued. Members of the committee had more questions to vet and decided to postpone voting until Annual Town Meeting (ATM). Wide Lawn mower($63,000), Jason Previously presented to the committee, Jason clarified some outstanding questions with regard to need for zero turn radius and the appropriate length of cutting decks. The DPW has selected a Toro 4100 series mower. A motion was made to move $63,000 for a Toro 4100 Series Wide Lawnmower, which was seconded and voted 3-0 in favor of the acquisition. Boiler at the High School, Jason To be funded under Green Communities so no longer a stabilization fund item. Jason mentioned that addition analysis is being done to determine the proper sizing and configuration for the solution. Water Department Roof Repairs and Acquisition of a Truck, Jason There is $700K in retained earnings. The cost of the roof is estimated between $200-$250K and the truck $50K. A motion was made to move $300,000 for a new roof and the acquisition of the truck, which was seconded and voted 3-0 in favor of the acquisition. Public Safety Building Roof Repair, Jason 5 bids have been received for the roof repair at the public safety building, with a few being under $20K, so no revote was needed on this item. Town Hall Roof, Jason As there are no bids ready to review, the CBC stated it will vote at the ATM.
