HomeMy WebLinkAboutMinutes - CBC - 12/03/2018 Capital Budget Committee December 3, 2018 Minutes Approved 1/14/2019 4-0 CBC Members Present: Wakeman, Host, Franklin, Dormitzer, Donohue Mr. Wakeman opened the meeting at 1900 with the above quorum present. Police Department Front Line Vehicle ($49,000) Chief Quigley presented the departments need for a new Front Line vehicle for $49,000). This unit will replace 2017 Ford Explorer (#887) which will be shifted to replace the 2009 Crown Victoria S1 (vehicle that has over 150,000 miles, which will then be retired). The 2014 Tahoe (#885) will be shifted to become a mechanical spare. In summary, the department will maintain its count of 6 front line vehicles, 5 command & detective vehicles, 2 special service vehicles and 1 mechanical spare. Discussion ensued whether police vehicles that roll-off could be used by other departments under the Green Communities Act. Mobile Radio Replacement ($6,300) This request brought up the question as to whether police radios should be considered part of the vehicle (capital item) or an operating item. Fire Department Personal Protect Ensemble (PPE) ($78,750) Chief Silvia presented a request for a 2nd set of PPE's for department members. A PPE consists of (1) coat, (1) pant, (1) escape belt and meets the NFPAS lifecycle of 10-years. The department would like to outfit all members of the department with a 2nd PPE (25 units at $3,150 / unit) for a total of $78,750 Chief Silvia presented recent studies, including NIOSH and CDC studies which indicate that firefighters have a 9% higher risk of cancer diagnosis then the general population and that that part of this increased risk profile relates to contaminates on their PPE wore post fire which increases personal exposure to the wearer and can contaminate the inside of fire apparatus and the fire house. There are currently no federal or state requirements to mandate 2 PPE's but best practices recommend this approach. New operating protocols recommend that each firefighter has 2 PPE's; allowing them to remove and bag contaminated PPE's at the fire scene for proper cleaning. The cleaning process can take 24 to 72 hours, which necessitates a 2nd PPE. Neighboring towns have already moved in this direction. Heart Monitor Defribulator Unit ($38,000) Chief Silvia presented a request t acquire a new Physio Control LifePak 14 Monitor Defibrillator to replace a 2004 Physio Control LifePack 12 unit which is approaching its end of life. The department has 3 units of varying age in service, two onboard fire vehicles and 1 backup. Replacing the oldest unit will allow the department o standardize its equipment and equip an additional fire vehicle. CPC Projects There was a short discussion about using free cash to obtain a Design and Engineering bid to replace the roof of Old Town Hall. Additionally it was suggested that CPC projects be presented to the CBC by the Project Sponsor (not the CPC) to be vetted prior to the CPC voting as to whether the project fits its funding parameters. Outcome of the discussion was that CPC items and any other capital spend of $10K or more, with a useful life of 18 years and funded by residents, should be vetted on the project side by capital budget, and by CPC on funding criteria only. This would likely require a by law change, but prior to making such change should the $1 OK / 18 yr useful life parameter be modified?
