HomeMy WebLinkAboutMinutes - CBC - 11/05/2018 Capital Budget Committee November 5, 2018 Minutes Approved 3-0 12-3-2018 CBC Members Present: Wakeman, Host, Franklin Mr. Wakeman opened the meeting at 1900 with the above quorum present. Tidegate Generator ($30,000 includes gas line) Brian Joyce provided further information regarding Jacobs Meadow and the operating protocols of the floodgate. The meadow is 860 acres and water from Sanctuary Pond, Sohier Street, the Hills District and 3A flow into the meadow. The tide gate controls flooding and maintains the equilibrium of the salt marsh. The mean high water tide is 9.5' and the gate operates in three modes (Normal, Storm and Manual (no power mode). In the event of a power outage during a storm with 3+ inches of rain, the flap valve cannot relieve enough water therefore it is imperative that the gate open in such circumstances. The Tesla battery system cost was estimated at $30,000 but the battery life is 10 years, whereas a well maintained generator should last 20 to 30 years and cost $400 / year to maintain. In addition to powering the gate in outages, the town could power wireless data collection and alarm management. The CBC recommends the generator has pigtails to connect one of our mobile generators in the event of this generator failing, and that the town have a contract with a company that provides on demand generators. VOTE: A motion was made and seconded to fund the tidegate generator at a cost of $30,000 and such motion was approved by a vote of (3-0) LED Lights Green Communities Liason agreed with the town's selection of Leotec Luminaire with 300 baffles (town only needs 150) and surge suppression, dimmers and night sky compliant. Utility Incentive $32,580 MAPCA $22,703 Town of Cohasset $60,000 (Town will pay 120,000 and get reimbursed by grants) Town estimates that the LED Lights will generate an annual cost savings of $30,000 and will reduce demands on maintenance VOTE: A motion was made and seconded to fund the LED Lighting at a cost of $120,000 with all moines received from the Utility Incentive and Grant Funds to be returned to Capital Budget Fund and such motion was approved by a vote of (3-0) Old Town Hall Roof Replacement ($171,310) To protect Old Town Hall from weather damage and until a decision can be made on how to move forward with restoring Old Town Hall and providing space for certain town government operations, replacing the current roof was presented. The replacement would be a full roof replacement on the Old Town Hall Building included new plywood sheathing, full barrier membrane and 50-year asphalt shingles. 3A Land Purchase Seller of the property wanted $500,000 but has accepted the Town's offer of $350,000. It is not know how much of the land can support buildings but it is valuable as open space and in the future the town could approach CPC about purchasing the land from the town and placing it in a trust. The Selectman are very interested in the Town acquiring this land. The anticipated source of funding is FREE CASH. VOTE: A motion was made and seconded to recommend the town purchase the 3A Land at a cost of $350,000 using FREE CASH and such motion was approved by a vote of (3-0) Treftis House CPC was unwilling to come before Capital Budget to discuss the Tretiss House. The Cohasset Housing Authority is responsible for the maintaining and staffing the House. The town has no obligations to cover costs. The cost is $1,200,000 for 21,000 sq ft. Advisory voted 5-0 in favor of the purchase. CBC will provide their recommendation at the STM.
