CBC Members Present: Wakeman, Host, Franklin, Lyons
Mr. Wakeman opened the meeting at 1900 with the above quorum present.
Active Shooter Kits ($34,000)
Police Chief Quigley presented Active Shooter Kits. In January of 2019, OSHA guidelines
will be imposed on public safety and to comply we will need to obtain active shooter kits.
Cohasset participates in SHREK with Norwell (who has already outfitted their force) and
Hingham and Hull (who are actively seeking kits for their forces). Scituate, although not
part of SHREK, is going to pursue kits as well. The Active Shooter Kit is assigned to each
officer individually and they have a 20-year life. Cohasset is looking to acquire 25 kits to
outfit its non-desk staff.
Tide Gate Generator ($25,000)
A number of residents were in attendance and provided insight into the history of issues
and improvements made to address flooding. They stated they have seen significant
change over the years, due to increased runoff and the fact that the bed of the brook
has become significantly shallower so more water is displaced. Jason Frederico and
Michelle Leary came back to the CBC with answers to questions posed in prior CBC
meetings. The idea of bringing a power source to the tide gate was vetted and the cost
$240,000 to bring underground power was presented. CBC was unsure why only
underground power lines were considered instead of above ground. The idea of tying to
the generator at the Cohasset Harbor Inn was not well supported as the property is in
transition. its generator is below the flood plain, and their were concerns about managing
a private/public partnership.
The use of a battery-powered mechanism appeared to be predicated on a single use
instance and would not support repeated openings and closings of the gate during an
outage. Members and some residents felt that if the gate were simply closed in the event
of a power outage it would stop the incoming water and the flap gate would allow for
water to recede regardless of power availability. The CBC asked to defer the vote until
this theory could be confirmed.
LED Lights
The CBC was reminded to check out the various LED light examples in town located
outside the post office, Dooley's and on North Main Street outside the community center.
VOTE: A motion was made and seconded to fund the Active Shooter Kits at a cost of
$34,000 and such motion was approved by a vote of (3-0)
