CBC Members Present: Wakeman, Donohue, Host, Franklin, Lyons
Mr. Wakeman opened the meeting at 1900 with the above quorum present.
Aaron River Dam ($240,000) and other STM Items
Leonora Jenkins presented details on the proposed maintenance and repairs to the
Aaron River Dam, which includes some structural repairs and removal of trees,
vegetation and debris. Engineering plans and specifications are complete and
once they clear Conservations Commission, bids will be solicited. Funding for this
work would come from Retained Earnings whose current balance was estimated to
be $700,000. Anticipated Water Dept items for ATM included Roof Repairs
($180,000) and a Replacement Vehicle ($50,000), the funding for which would come
from the Capital Stabilization Fund. Work on the Cedar Street Main Loop ($400,000)
would be bonded by the Town.
VOTE: A motion was made and seconded to endorse the Aaron River Dam
maintenance and repairs at a cost of $240,000 and such motion was approved
by a vote of (3-0)
Tide Gate Generator ($25,000)
Conversation continued on the best solution to provide power to the tide gate
during outages. The idea of bringing a power source to the tide gate was vetted
and the cost $240,000 plus cost of the transfer switch was stated to bring
underground power to the tide gate. The potential of partnering with the privately
owned Cohasset Harbor Inn was suggested as worthy of investigation. Finally, the
weight of the gate and the size of the motor would potentially be to heavy and
demand too much amperage for a battery-powered solution to effectively handle.
Road Salt Experiment
Jason stated that the town was working with a vendor to run a test program to
measure the results of the pre-wetting technique. We will outfit one of our vehicles
with (2) 70-gallon saddle tanks and will spray an environmentally friendly, molasses-
based liquid on our roads prior to salting. If the results are positive, the town will
move forward with the road treatment method. The cost of the truck outfit is $8,250.
3A Land Purchase
No materials were presented, however, Chairman Wakeman confirmed that the
price to purchase the $350,000, and any such purchase would be subject to the
parcel passing environmental testing. CBC members felt that a potential land use
discussion was warranted.

A motion was made and seconded to approve the minutes of August 8, 2018
and such motion approved by a vote of (4-0)
A motion was made and seconded to approve the minutes of October 14,2018,
and such motion approved by a vote of (4-0)
