HomeMy WebLinkAboutMinutes - CBC - 10/15/2018 Capital Budget Committee October 15, 2018 Minutes Approved 10-22-2018 3-0 CBC Members Present: Wakeman, Donohue, Dormitzer, Host, Franklin, Lyons Mr. Wakeman opened the meeting at 1900 with the above quorum present. Reorganization Postponed until Troika meets. Liasons Sam - IT Ralph - DPW, Public Safety Brian - Schools, Public Safety Susan - Facilities, Library, REC and Elder Affairs John - IT and Master Plan Francine - Schools, Facilities Town Hall Per Chris, report of building condition expected to be online by the end of October. Conversation about participation in other committees - resulted in preference to review agendas and sit in select meetings. STM - December 10, 2018 Chris Senior, Michelle and Jason introduced the modified version of the 10-year capital plan and provided a short distillation of projects targeted for inclusion in the STM. LED Street Lights - Retrofit 488 lights (excludes approximately 50 flood lights). Funding from town of $60,000 with balance from grants from NGRID and DOER. Dormitzer suggested that the LED include the Comfort Glaze Upgrade that would increase the overall project cost by $20,000. He also suggest we ensure they have fault tolerance to avoid damage to the bulbs in electrical surges. Anticipated payback of the project is approximately 2 years and it is anticipated that the town will save $1,200 / month in maintenance costs for servicing these light fixtures. Aaron River Reservoir Dam - Jason stated the cost of this general maintenance, tree removal and crack repair is estimated to be $240.000. Plans are engineered and need to go to bid. The full amount of the cost less engineering will be returned to water department retained earnings. Tidewater Generator - Backup power is required at the Tidewater Flood Gate and a $30,000 generator was suggested. Dormitzer asked that the town consider a battery alterative which is far less expensive and much easier to maintain. Road Salt Program - In response to the CBC concerns regarding the replacement of the Salt Shed, progress is being made in evaluating salt alternatives. One of the town's vehicles will be outfitted for a pre-wetting Brine apparatus that will be used to treat the roads prior to salting. This process has been found to stimulate the activation process of the salt with the road, reducing the quantity of salt needed to treat roads generally.
