HomeMy WebLinkAboutMinutes - CBC - 03/19/2018 Capital Budget Committee March 19, 2018 Minutes Approved 4/19/2018 3-0 CBC Members Present: Donohue, Dormitizer, Franklin, Redmann Mr. Redmann opened the meeting at 1900 with the above quorum present. DPW: Brian Joyce appeared before the committee to present these capital budget requests from DPW. Dump Truck: This request is for a Ford F450 6-wheel dump truck (GVW #26,000) to replace a 4-wheel 2001 Ford F450 dump truck (GV 17,500#) . The cost of this truck is $160,714, which is $70,000 more than a 4-wheel replacement. Many contractors have decommissioned their 10 and 6 wheel trucks and opted for smaller trucks similar to the 400-500 series. Several town thoroughfares like North Main, South Main, Jerusalem, Atlantic are handled better by the larger vehicle, requiring two plow sweeps vs three in the small F450. A conversation about plowing, contractors and demand for the larger unit for uses other than plowing ensued with some members of CBC unconvinced that replacing with the larger unit was necessary. Salt Shed: This request is for $500.000 to fund a new 2000 ton Quonset Style Salt Shed to replace the current 400 ton shed that, in addition to its small size, has also deteriorated, especially the roof. The new shed would be approximately 150' x 100' and would allow mixing to occur inside the shed. The shed would be sited on a slab and all site work need to prepare the area is included. In addition to replacing the current shed that is reaching its end of life, the capacity of the new shed better serves the towns needs and should eliminate circumstances where the town is forced to pay two times the normal cost for salt for spot purchases when supplies are insufficient to treat roads during storms. The CBC asked for an accounting of spot purchase activity to support the spend as well as both a price to replace the roof in its entirety instead of episodic patching and an estimate of how much such roof replacement could extend the building's life. Fuel Depot: The DPW is recommending that certain components of the existing Fuel Depot be replaced at a cost of $62,884. The new depot will allow the town to fully centralize and control fuel usage across all town vehicles. Components included in this cost is a new fuel management system ($23,774) and software, new fuel dispensers ($14,000) and the retrofitting of approximately 95 town vehicles with O rings to monitor fuel consumption ($23,100). The depot will support both gas and diesel units. The CBC was in support of the improvements, citing that no cohesive fuel management system is currently being utilized by the town. Sidewalk Plow (Plow / Mower/ Snow Blower): Last year the CBC supported the allocation of $50,000 towards selection of a sidewalk plow to replace the 2003 Holder unit that has been difficult to operate and maintain. The CBC requested that DPW evaluate more affordable and multiuse Bobcats in addition to the high end multipurpose vehicles it had proposed last year. The CBC asked that DPW arrange demonstrations of Bobcats and some of the high-end units to demonstrate their snow moving capabilities. A demonstration of a unit by Chameleon did occur however, Ventrac and Bobcat demos have not yet occurred. Members of the CBC again asked for these demonstrations to be arranged. Joyce prioritized the items requested by DPW as follows: (1) Truck, (2) Sidewalk Plow, (3) Salt Shed and (4) Fuel Depot. Recreation: It was confirmed that water has been connected at Miliken Field to support bathroom faculties and kitchen facilities of the proposed shed. The proposed shed will be funded primarily with CPC funds, however the Recreation Department has requested the Town bridge the $25,000 shortfall. The shed is an important amenity at Miliken for sport events, both youth and high school. Members of CBC were in support of this request. Elder Affairs: The committee updated other committee members on the status of the new van requested by Elder Affairs. Members of Elder Affairs were not present however, the CBC had asked for data related to the current transportations program and asked that a use case outlining current and future needs be developed to support the request for the new van. Other: Updates on the water tank painting, the article on road maintenance, the Town Hall project and the Sewer Study were also relayed to other members. Votes: Motion to fund in cash $90,992 out of the Capital Stabilization Fund for the purchase of 2 Police Cruisers was made and the CBC voted 4-0 in favor of such motion. Motion to fund in cash $62,884 out of the Capital Stabilization Fund for the purchase of Fuel Depot components was made and the CBC voted 4-0 in favor of such motion. Motion to fund in cash $25,000 out of the Capital Stabilization Fund to help fund the purchase with the CPC of a shed for Miliken Fieldas made and the CBC voted 4-0 in favor of such motion. These motions, combined with the $486,000 voted in the prior meeting bring the total to $665,000 of the $1,800,000 of Capital Stabilization Funds available. The CBC proposed the $200,000 in improvements to the Library to House the Town Hall Archive be added to the Town Hall Project Budget and not be a capital budget item.
