HomeMy WebLinkAboutMinutes - CBC - 12/04/2017 Capital Budget Committee December 4, 2017 Minutes Approved 5-0 02-12-2018 CBC Members Present: Wakeman, Donohue, Dormitzer, Franklin, Host, Redmann Chair Wakeman opened the meeting at 18:1 1 with the above quorum present. Discussion of Motion to Warrant Article 7 for STM Members of the CBC did not receive the motion related to the Article 7 until late on December 3rd so the CBC was not able to meet prior to the STM to discuss the motion to the article and whether it allowed flexibility for the $300,000 to be used for uses other than forwarding the current design. Town Council approached CBC and participated in the discussion, as did two selectmen. The conversation was captured in a Voice Memo, such Voice Memo hereby referred to as the Oral Minutes, will be uploaded with this document, hereby referred to as the Written Minutes to the Town's website, and together the Oral Minutes and the Written Minutes shall together constitute the Minutes of December 4, 2017 in their entirety. Based on the legal opinion from bond council and affirmed by town council that this motion provides that the $300,000 be used for both the modification of the existing proposal as well as the continued evaluation of alternatives between now and May. The CBC voted to recommend Article 7 with conditions and members of the CBC strongly expressed their belief that detailed feasibility studies and alternative proposals as expressed in their Letter disseminated at STM be developed and evaluated in order for CBC to support this (Town Hall Project) in May. Motion to support was made on the following condition; such condition was expressed verbally by Chairman Wakeman on the floor of STM: We recommend this Article 7 on the condition that thoroughly developed detailed alternatives to the current plan to achieve meaningful cost reductions be developed and evaluated and all work product of this effort be made publically available. Voted (5-0) to recommend Article 7. There being no further business we voted to adjourn at 1900 Respectfully submitted Susan Franklin
