CBC Members Present: Wakeman, Donohue, Dormitizer, Franklin, Host, Redmann
Chair Wakeman opened the meeting at 1900 with the above quorum present.
Water Department Lenora Jenkins
Settler Tubes
The representative outlined the need to replace the Settler Tubes in each of the two
tanks at the Water Plant at a cost of $125,000. One tank would be taken off line at a
time to perform the work and then the other, leaving one tank active so the plant can
remain operable throughout the install. The current settler tubes are original to the
plant (1978). They were retrofitted in 2002. The tubes are due for replacement and with
this time of year being the lowest in terms of water demand, it makes sense to address
their replacement now. This project will be funded out of retained earnings.
The committee voted 6-0 in support of the STM Article regarding the Replacement of the
Settler Tubes
SCADA Communications Update
The water department is on a standalone communications network that enables
management of plant operations on 24/7 basis. The system is in need of updates to
remain compliant with gov't regulations. These updates are expected to save $8,500 in
comcast costs.
The committee voted 6-0 in support of the STM Article regarding the SCADA
Communications Update
In a general discussion of other Water Department items, the CBC expressed its
preference that the Water Department fund meter upgrades as operating items
instead of using capital to fund repeatable maintenance items.
General Discussion
The committee was updated on a change to the STM THRAC Article reducing the
funding request from $1,050,000 to approximately 250,000 to bring project to schematic
design phase only. CBC members reiterated their desire that funds be used to perform
additional studies that are needed before committing to a design.
The Committee Voted 5-0 to approve the Minutes of September 18, 2017
Next meeting was scheduled for November 13, 2017, There being no further business we
voted to adjourn at 2127.
