HomeMy WebLinkAboutMinutes - CBC - 10/23/2017 Capital Budget Committee October 23, 2017 Minutes Approved 4-0 12-4-2017 CBC Members Present: Wakeman, Donohue, Dormitizer, Franklin, Host, and Redmann (by phone) Chair Wakeman opened the meeting at 1900 with the above quorum present. TH RAC Members of the THRAC committee presented information in response to questions posed by Capital Budget Committee members including but not limited to available grants, the amount of meeting space, the amount of storage space, the assessment of the composition of current stored items and what process would be implemented to reduce and converts these items to digital or other permanent storage solutions, the potential use of green building technologies (like geothermal) and the protocols necessary to pursue green building funding opportunities. This session was primarily to provide information that the Capital Budget Committee members could use in their overall assessment of the project. Sandy Beach Association Kari O'Donnel and members of the Sandy Beach Association presented the project plans for a new facility to house and manage Sandy Beach operations, provide bathroom and changing facilities to patrons and food service operations, as well as storage. The current structure is 45 years old and in addition to it being antiquated it has electrical and plumbing issues. The Association ran a successful capital campaign that raised $250,000, and subsequently the CPC agreed to provide funds that brings the total committed funding to $500,000. A local firm donated the architectural plans and four bids are being sourced from local builders. To date a written bid of $440,000 and a verbal bid of $430,000 have been received. A portion of annual beach fees will continue to be utilized to fund ongoing maintenance of the new facility. Capital Budget had no objections and recommended support of the project. 10-year Capital Budget Plan The committee is waiting to receive an updated 10-year plan from the Town Manager, however, the Capital Improvement Plan Funding Request Forms needed to complete the plan remain outstanding from most town departments.
