HomeMy WebLinkAboutMinutes - CBC - 09/18/2017 Capital Budget Committee September 18, 2017 Minutes approved CBC Members Present: Wakeman, Donohue, Dormitizer, Franklin, Host, Redmann Chair Wakeman opened the meeting at 1900 with the above quorum present. Approval of Minutes May 20, 2017 minutes were approved with a vote of 5-0 May 27, 2017 minutes were approved with a vote of 5-0 April 10, 2017 minutes will be resubmitted to the Chairman by the Secretary Warrant Special Town Meeting (rescheduled from 10/16/2017 to 12/4/2017) Article 7: Bonding of the Fire Truck Capital Budget had recommended cash to fund Fire Truck. The committee requests that future warrant articles for capital expenditures reflect the Capital Budgets funding recommendations. Article 4: Clarification of CBP Consulting Capital Budget voted 5-0 to article stating $50,000 for Consulting and $100,000 for Road Improvements. Article 6: Private Ways ($500,000 borrowing). Capital Budget expressed concern about Debt Service being supported by liens on property - meaning ultimately the obligation is on the Town. Capital Budget requested: a. Their approval be added to the Article b. That it be funded with a one time bond to be reissued as paid down c. That the Town create a written policy on Public Ways that spells out Selection Criteria and Requirements d. That the Town clearly defines what improvements are to be included in costs. Voting was deferred. Town Hall (THRAC) - Mary McGoldrick and representative from MK&A THRAC presented some materials to the Capital Budget Committee and discussions ensued to clarify some of the information as presented: Relocation Costs of Moving Town Employees Analysis used an estimated term of 16 to 18 months Space based on BCP Plan Estimated cost of relocation is $150,000 LEED or Netzero Unlikely project will meet LEED or Netzero parameters Recommend we follow checklist but not likely to conform Grants No real strenous grant work has been done to date Merely a list of potential sources Green grants, Mass Preservation, SSMC and CPC Impact to Town and Taxpayers Homework needs to be done on the impact on the Towns Capital Plan, Debt Structure and Burden to Taxpayers Current Space and Needs Assessment Has Space in Other Town Buildings Been Considered Is there a list of the Potential Uses of Space, especially Auditorium Separate Buildings vs Connected Structure Design Challenges of Connected vs. Unconnected Structures Availability of Grants for Private vs Municipal Structure Uses of Public Space Capital Advisory Administrative Business Voted 4-0 (Wakeman Recussed) to Reappoint Sam Wakeman, Chairman of the Committee Voted 4-0 (Host Recussed) to Reappoint Brian Host, Vice Chairman of the Committee Voted 4-0 (Franklin Recussed) to Reappoint Susan Franklin, Secretary of the Committee Capital Budget 10-year Budget Forecasting Spreadsheet Nathan Redmann will work with Michelle Leary to improve the structure of the spreadsheet as well as the ability to share and manage the spreadsheet in Sharepoint.
