HomeMy WebLinkAboutMinutes - CBC - 03/13/2017 Capital Budget Committee March 13, 2017 Minutes Approved 4-0 3-27-2017 CBC Members Present: Wakeman, Host, Donohue, Dormitzer, Franklin, Redmann Chair Wakeman opened the meeting at 1900 with the above quorum present. Minutes: Police Department: Chief Quigley presented to the CBC following topics. Front Line Vehicle Replacement: Police is requesting (2) 2017 Ford Explorers at a cost of $42,452 per vehicle to replace a 2012 Tahoe (150K miles) that will be retired from the fleet and a 2013 Tahoe (135K miles) that will be rotated from sector duty to replace 2006 Crown Victoria (140K miles) currently being used by the detective lieutenant. The CBC requested and the Chief and the Town Manager agreed to turn on the onboard telemetric systems to test the value of the data gathered by these systems. The department has decided to standardize on Ford Vehicles for the foreseeable future. No votes were taken. IT Update from Town Manager: CBC has not been successful in scheduling Ron Menard to present IT Request so the Town Manager gave the CBC a layman's distillation of the projects. This summary was for information purposes only and no votes were taken. Digital Signage for Town Hall is not a priority item. The displays under consideration are approximately $10K (hardware and software) and could be used to communicate with town hall visitors and provide some self-service capabilities. Electric Data Storage for the maintenance of Town Records as described in the For Your Information Act is in the early stages of investigation. CBC recommended that individual departments complete an in depth needs assessment and those assessments be combined to ensure the solution selected meets all department requirements. Website forms completed directly by residents were suggested as a way to collect data at its source rather than paper forms that require data entry. Security Cameras have been proposed for 5 locations (Recreation, Library, Senior Center, Public Works and RTF. Recreation is like schools in terms of security profile, with youth programs run both during the school year and the summers. Cameras are being requested for external and internal use: (2) external on the playground and basketball court and (3) internal including the main entrance. The Library, which is connected to the Recreation Space has requested cameras on external doors and stairs. Unlike schools and recreation the library, although it does have youth programs, is a public space so privacy is an issue. The Senior Center has cameras but only real time feed not recorded. Cameras on the exterior are being requested. As the parking lot is used for swim center and music circus events, cameras would provide added security for the center. There is currently no security at the Public Works and RTF facilities. There is expense equipment stored at both these sites, and cameras may also be useful at the RTF for determent and enforcement purposes. The CBC voted to accept the Minutes from 2/27/17 with one change (Steinmetz to Gjestby). The CBC voted to accept the Minutes from 3/6/17 with one change (Steinmetz to Gjestby).
