HomeMy WebLinkAboutMinutes - CBC - 01/30/2017 Capital Budget Committee January 30, 2017 Minutes Approved 2-6-2017 4-0 CBC Members Present: Wakeman, Franklin, Host, Redmann, Donohue, Dormitzer Chair Wakeman opened the meeting at 1900 with the above quorum present. DPW and Facilities Brian Joyce presented DPW and Facilities requests. Sidewalk Plow/Mower/Snowblower: A request for $130,000 was presented to replace a 2003 Holder Diesel Tractor with accessories for plowing, snowblowing and mowing. The unit has had numerous issues including problems with its hydraulic systems and frame (welded a number of times). The 36" width was driving the decision to reconsider another Holder unit. The CBC recommended that the DPW look at the State Bid List for other vendors. Bobcat seemed to have units that fit the spec for under$30,000. Dump Body: The DPW would like to replace the dump body their 1996 FL800 Dump Truck has significant salt and sand corrosion. A new Dump Body would be $20,000. The truck is in good overall condition supporting an investment in a new dump body. Salt Shed: The town has a salt shed on the DPW property, however, the shed is small. The DPW would like to replace the shed with a 1,000 ton 70' x 40' shed that will increase salt storage capacity and allow DPW workers to mix indoors instead of outdoors as it done today. The proposed 70' diameter shed is $300,000 and requires a 100' x 100' footprint. Chapter 90 funds could be used to acquire the shed, however, that would reduce funds for road maintenance. Having a smaller capacity shed puts the town in the position of having to pay high market prices for on demand salt deliveries. The CBC recommended that the DPW consider keeping the current shed in addition to the new shed. RTF Office Building: The Office Building at the RTF is in poor condition. The building is structurally sound however the sheathing and insulation is deteriorated and the roof leaks. The building is currently used as an office, and the waste oil tank and loader are stored there. The cost to repair the building is estimated to be $60,000. New F250: Joyce mentioned that the DPW wanted to present this need as a special town meeting item, however the CBC stated the item should be presented for FYI instead. Bound Brook: Joyce updated the committee on issues at Bound Brook. It was discovered the footings under the culvert and water control structures were wooden. The logs needs to be removed from under the culvert but can remain under the water control system. Concrete footings will replace the wood. These change conditions increase the cost of this $1 .3mm project by $190,000. General Discussion The CBC discussed letters they would like to be draft and present to the school committee with regard to both digital learning and glass hardening. No votes were taken.
