CBC Members Present: Wakeman, Franklin, Host, Redmann, Donohue
Chair Wakeman opened the meeting at 1900with the above quorum present.
Water Commission, Rolf Gjesteby and Leonora Jenkins
Representatives from the water commission apprised the committee of relevant
projects, the funds available at YE 2016 ($792,000), operational status, the effort
underway to establish a 10-15yr Master Plan, and items influencing their revenue
forecast such as the FY 2017 reduction in quarterly rates and declining water usage
rates.
Itemspresented to the committee for inclusive in the STM, were:
a. $60,000forupgradesto the DlmsMeadow Pump Station
b. $100,000forSudge Removal
Also discussed but not for STM, was a Capital Budget Request for a Remote Radio
System ($120,000) for 24/7 security and monitoring flow rates, volume, water
consumption. The system includes cameras and has an expected useful life of 15-20
yea rs.
Also discussed wasaverage A/Rduration and the conversion of long term A/Rto water
liens.
School Committee, Ellen Maherand Amanda Zani
School Committee members appeared before CBC to discuss findings made by the
Security Subcommittee and their recommendations for improvementsto the schoolsto
improve security.
Itemspresented to the committee forinclusive in the STM, were:
a. $7,500 for Mobile Security Gatesat Main Entrancesat CMHS These gates
would allow the school to establish restricted areas, especially during
eventsin gym and auditorium.
b. $14,000 for Security Upgradesat Main Entrancesat Deer Hill and Osgood
c. $12,000 Bollardsat CMHSand Osgood
d. $40,000 Modify the current First Responder Entrance
e. $30,000 for Rear Entry Doorsat CMHSto replace current aluminum doors
The committee was receptive to these suggestions. Timing for making these
improvements with as little disruption to school operations was discussed. The
committee also suggested the subcommittee research the availability of state / federal
grantsfor security improvements.
Police Department, Chief Quigley
Chief Quigley appeared before CBC to discuss including a front line police cruiser
($36,500) n the STM appropriations. The committee had a number of questions for the
Chief relating to the current vehicle replacement program, the usage of fleet vehicles
and fleet management capabilities and practices. The committee asked the Chief to
about the pros and cons of working with a single manufacturer as it appeared that
would simplify both acquisition and management. Also discussed was municipal
leasing programs (not only for police vehicles but other town vehicles as well) and on
board asset management systemsoffered by some manufacturers.
General Discussion
No voteswere taken.
Next meeting was scheduled for October 24, 2016, There being no further business we
voted to adjourn at 2145.
