HomeMy WebLinkAboutMinutes - CBC - 01/13/2016 Capital Budget Committee January 13, 2016 Approved 4-0 Minutes CBC Members Present: Wakeman, Franklin, Host, Dormitzer Chair Wakeman opened the meeting at 1900 with the above quorum present. Voted to approve Minutes of October 29, 2015 (2-0) Dormitzer and Host abstained as they were not present at the meeting. Voted to approve Minutes of December 2, 2015 with the following change "Additionally the department requested to purchase a 4x4 in place of the front line cruiser appropriated, but not purchased, last year." Voted to approve Minutes of December 16, 2015(3-0). Harbormaster Harbormaster Lori Gibbons presented the Harbormaster FY17 Capital Budget Requests. Boat Ramp: The department is requesting to replace the current boat ramp at Parker Avenue that was repaired in 2011. The current ramp is deteriorating and can only accommodate a single trailer at a time. The New Ramp under consideration would be 25 feet wide and able to accommodate two trailers at a time. This is beneficial on busy weekends as well as in emergency circumstances. In addition to the ramp, the Harbormaster would like to add a dock adjacent to the New Ramp for temporary docking of crew boats, kayaks and canoes. She indicated that there have been a number of trailer incidents on the old ramp and that this improvement would eliminate most of those and would have significant public benefits. Gibbons lists this item as her #1 priority. Office / Transient Boater Facilities: The department continues to pursue a new office building for the Harbormaster, but would like the new dwelling to also provide shower facilities for transient boaters. The suggested facility would double the square footage of the current facility. In addition to resolving many issues with the current space, the new space would be attractive to transient boaters who last year paid $18,000 (at $35 / night) for overnight moorings. The facilities would include a shower area, and ice machine and Wi-Fi in the harbor. The Harbormaster hopes to increase transient boater revenues and stated that these parties also come ashore and spend money in local restaurants and shops.d Other requests include Skiff Replacement estimated at $15,000 and replacement of the Town Docks. The Pump Out Boat appropriated in FY16 is expected to be in service by July. DPW DPW Manager Carl Sesito presented FY17 Capital Budget Requests with Brian Joyce. F550 Dump Truck: The department is requesting to replace a 2001 F450 Truck with a 2017 F550 with dump body and sander. The estimated cost is 95,000. The 2001 vehicle has heavy mileage and extensive corrosion. Case 590N Backhoe / Loader: The department is requesting to replace a 1988 Ford 655A Backhoe Loader currently in use at the DPW Transfer Station with a 2017 Case 590N Backhoe / Loader with additional accessories including a load coupler and forks. The estimated cost is $140,000. The replaced has come to the end of its serviceable life and has needed considerable repairs to keep it operational. These repairs are costly and demand significant staff hours. If replaced, the new Case 590N would be utilized by DPW / Highway Department and their current 1999 New Holland 655E Backhoe would go to the DPW Transfer Station. Sesitio lists the dump truck as his #1 priority. Facilities Brian Joyce Director of Public Works presented FY17 Capital Budget Requests. Ford F250: The department is requesting to replace a 2005 Ford F250 Diesel 4x4 with a Ford F250 Gas Truck with towing and plow package. The old unit has over 100,000 hard miles on it and in the last 5 months has had significant mechanical failures that require the vehicle remain running from initial start to days end or it will not restart. It recently underwent a repair of $1,800 that did not resolve the problem. Additional repairs were recommended of $6,838 but the vendor cannot guarantee the issues will be fully resolved. These repairs would total approximately $9,000, which is almost 25% of the vehicle replacement cost. Updates and Informational Brian Joyce updated the committee on the Osgood School Emergency Access Roadway saying that it was likely not a Capx item as it was going to be rolled into the CPC project for Playground Improvements. The Margin Street & Stockbridge Seawall repairs needed to correct a drainage issue should be pushed out to FY18 on the Capx Report. The department is considering apply to the Seawall Fund managed by the EOEA for the repairs needed to the Jetty Groin at Gleason and asked that the item remain on the report but pushed out to FYI 8. The Border Street Bridge is due for inspection this year and the department is looking for state funding for repairs. The item should be put into FYI on the Capx Report. Brian deferred Town Hall items on the Capx Report to Chris. Sidewalks, Crosswalks and Parking improvement will be funded by National Grid, however, the town prefers to hire and manage a contractor selected by the Town to perform the work. Additionally the Town has stated that the building being proposed by Wayne Sawchuck require that he fund sidewalk improvements as well, connecting the Town parking lot to Main Street. The town hired a contractor to count the streetlights under management by National Grid. National Grid has billed the Town for 500 lights, however the contractor could only located 455, of which many are not operable. The Town is working with National Grid to determine the amount by which the Town has overpaid. Green Community Grant of $140,000 - may be used to convert to LED lighting to which certain board members expressed aesthetic and economic concerns. Elevation of the Jerusalem Road Causeway is under discussion. The Town feels the depressed causeway is a public safety concern, however, a plan to elevate it has met environmental concerns. The grant to fund this has been extended until 2/16 while legislative parties decide how the environmental concerns could be mitigated.
