CBC Members Present: Wakeman, Franklin, Host, Keniley, Soules and Dormitzer
Chair Wakeman opened the meeting at 1900 with the above quorum present.
Minutes from the August 6, 2015 meeting were unanimously approved.
Sam Wakeman welcomed new members Ralph Dormitzer and Jason Soules.
Town Department Liaisons
Liaisons for town departments were assigned as follows:
Department CBC Member Liaison
DPW Dormitzer
Library & Elder Affairs Soules
Public Safety Host
Facilities Franklin
Town Hall Wakeman
Schools and IT Keniley
Brian Host recommended that the liaison from the prior year remain involved in the
initial department meetings to educate the new liaison and ensure the transition goes
smoothly. This recommendation was supported by all CBC members.
Heavy Haul Tractor
Wakeman presented a request to move $15K from the Capital Stabilization Fund to the
AC Reserve Fund to bridge the amount necessary to initiate the lease of a heavy haul
tractor for the Refuse Transfer Facility. The lease has annual payment of $47K and the
amount previously approved at town meeting was insufficient to cover the annual
lease payment. Franklin explained the cost of the equipment was $200,000 and the
lease, which includes a fiscal funding out clause and an option to accelerate
purchase, allows the town to replace the current dilapidated asset with new
equipment and face annual payments of $47K instead of an outright purchase at
$200,000.
Review of 2017 Capital Budget Requests
The committee spent the balance of the meeting reviewing the Capital Budget
Spreadsheet and participating in cursory discussion about funding requests in
preparation for more detailed discussions with the respective department
representatives. Available funds for Capital Budget Requests approximates $1 .3mm
and $1 1 .7mm of proposed items are on the current list for FY 2017.
Update from Selectmen
Paul Schubert stated that the town was interested in seeking monies under the
Commonwealth's Coastal Protection Grants for Harbor and Seawall Repairs. He also
mentioned the IT funding for the Cohasset Public Schools may be available under the
Race to the Top Program.
Next meeting in mid October when FY2017 requests are submitted and listed.
Suggested that IT Ron Menard be in attendance.
CBC committee agreed that CBC Meetings would be scheduled on Wednesdays.
There being no further business we voted to adjourn at 2005.
