PLACE: COHASSET TOWN HALL—Board of Health Conference Room 41 HIGHLAND AVENUE, COHASSET, MA 02025 Board Members Present: Public Health Agent: Robin Lawrence, DDS, MPH, Chairman Pam Fahey, MPH Lynn Doxey, MPH, Vice Chair Field Engineer: Michael Pollastri, PhD, Clerk Jason Federico Recording Secretary: Public Health Nurse: Amy Davis Mary Goodwin, RN 6:00 P.M. Meeting called to order 6:03 P.M. Public Hearing Notice: Proposed Amendments to the Town of Cohasset's Supplemental Rules and Regulations to the State's Title 5 Environmental Code 310 CMR 15.00 Dr. Lawrence read the public hearing notice and the edits to the Supplemental Rules and Regulations to the State's Title 5 Environmental Code 310 CMR 15.00 to the Board. The major change was: a deed restriction prohibiting a garbage grinder for septic systems is not required. MOTIONED BY: Dr. Pollastri motioned to accept the changes to the Supplemental Rules and Regulations to the State's Title 5 Environmental Code 310 CMR 15.00 as just read by Dr. Lawrence. SECONDED BY: Lynn Doxey VOTE: 3-0 MOTIONED CARRIED 6:16 P.M. Approve Meeting Minutes from August 21, 2018 MOTIONED BY. Lynn Doxey moved to approve the meeting minutes from the August 21, 2018 SECONDED BY: Michael Pollastri VOTE: 3-0 MOTIONED CARRIED 6:20 P.M. Approve the Warrant Members signed the warrant for 8/28/18 to 10/1/18 6:24 P.M. Set Next Meeting Date Monday November 5, 2018 at 6:30P.M. 6:26 P.M. Public Health Agent Report Public Health Report October 2018(see attached) Ms. Fahey reviewed items in her report. • Food: There will be two new restaurants opening in Cohasset. Perch 143 will change to Lenny's Hideaway a Mexican restaurant opening in late October. Blu Mussel will change to an Asian restaurant opening late 2018. • Dumpsters:There was a complaint about Harbor View Nursing Home trash overflowing onto the ground and the trash hadn't been picked up for three weeks. Ms. Fahey sent a letter to Harbor View Nursing APPROVED Home to have the dumpsters emptied and to clean up the trash. Ms. Fahey went back and the dumpster was emptied and the trash was picked up. • Wells: Letters were sent out to Domestic Well owners reminding homeowners to assure the well water is being tested on an annual basis. • Septic: Ms. Fahey met with MassDep in regards to the septic issue at 380 CJC HW on August 12th. MassDep is following up. • E-Permitting: The Board of Health will be trained in September and October. • Animal Regulations: Ms. Fahey is going to look over the Cohasset Animal Regulations to possibly make some changes to the regulations. • Food Risks: The Cohasset Board of Health Fee schedule has 5 different risk categories listed which does not match the state 4 risk codes. Ms. Fahey is recommending 4 different risks codes similar to the State. The Board agreed with Ms. Fahey to changes to 4 risk factors. • Cesspools: GIS Map of the Town of Cohasset showing cesspools located in Cohasset was generated and presented to the Board for their review. • Dr. Lawrence wanted an update on the cesspool at 355 Atlantic Avenue. Ms. Fahey stated a letter was sent to the homeowner.The homeowner called and will get rid of the cesspool and make sure the house is connected to sewer only. Ms. Fahey will monitor the issue. 6:42 P.M. Public Health Nurse Report for July Ms. Goodwin gave a verbal report to the Board. Flu season has begun. Ms. Goodwin reported Board of Health has bought 700 doses, had 2 clinics, and has used 200 doses. Ms. Goodwin will be vaccinating the teachers at all three schools using about 150 doses, 50 at each building. There will also be two more clinics for town employees and residents over age 9 years. Tick cases have dropped off due to the hot weather. 6:48 P.M. Chairpersons Report- None MOTION BY: Dr. Lawrence to adjourn meeting at 7:00 PM SECONDED BY: Michael Pollastri VOTE: 3-0 MOTION CARRIED
